The United Nations Economic Commission for Africa (UNECA) is located in Addis Ababa, Ethiopia and is
seeking Expressions of Interest (EOIs) from qualified companies with the required expertise and experience
to provide Campus Architect Professional Services to support and implement a multi-year, multi-million dollar projects, strategies, and programs which include but are not limited to Facility alteration and improvement projects, Major maintenance and Upgrades to the facility and its infrastructure, Security and Conference management initiatives.
The firm is expected to provide support for a campus plan including but not limited to conceiving, planning and programming, provide support in areas related to architectural, civil, electromechanical engineering, security, cost consultancy, quantity surveying, space planning, schematic and detailed design, construction document preparation, preparation of tender dossier, construction administration, construction supervision and close-out.
The Campus Architect firm's responsibility encompasses further developing the campus master plan, design of facilities, project supervision, grounds, signage/wayfinding, and coordination of exterior art, as well as historic preservation efforts.
The firm should also assist with ECA’s Environmental Sustainability and Disability Inclusion Strategies related initiatives and actions.
ECA intends to appoint a single company or two of the most compliant firms for seven (7) years which will be reviewed every year.
The firms are required to demonstrate experience on preparing and working on campus plans and developing multi-year as well as multi-million dollar programmes/projects on a campus equivalent to UNECA of at least 13 hectares with a building portfolio in excess of 110,000 m2 of buildings. Due to the nature and length of this contract in Ethiopia, firms must demonstrate experience of working on similar scope of work in Africa.
Interested firms will be invited to the tender by “RFP” at a later stage.
Mandatory Criteria:
Companies interested in being considered for invitation to participate in the tender MUST submit:
(1) a written Expression of Interest in accordance with the instructions provided in this REOI;"
(2) Vendor is legally registered company/institution. Documents to be submitted: Current certificate of incorporation or equivalent document verifying legal status;
(3) a Business Registration Certificate and Applicable Trade License (s). Companies who fail to attach the Certificate and Licence;
(4) a Company profile with submission of proof demonstrating 8 years of relevant experience in providing Architectural and Engineering consultancy services in Africa with a focus on development of campus master plan, as well as design, acquisition process, contract management and supervision of construction projects of campus comparable to UNECA. Similarities refers to campus of 130,000 sqmts, accommodating approx. 110,000 sqmts of buildings mainly used for office space and conference facilities. Companies who do not have experience in at least campus master plan and design, acquisition process, contract management and supervision construction projects of campus comparable to UNECA will not be invited to participate in the solicitation process even if they send an expression of interest.
(5) Vendors who are currently registered at basic or Level 1 in UNGM, for the purposes of this bidding exercise, MUST successfully apply for Level 2 Registration in UNGM before submitting their Expression of Interest. To proof this, Vendors submitting an expression of interest MUST submit proof of their successful application to UNGM for registration to Level 2. Please refer to the EOI instructions embedded in the REOI document for instructions on Vendor registration in UNGM; The successful bidder will be required to Register in UNGM at Level 2 before Contract award. The contract shall not be awarded to vendors who fail to register in UNGM at L2."
