Description

The World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide,
delivering food assistance in emergencies and working with communities to improve nutrition and build
resilience. In 2022, WFP assisted 160 million people 120 countries and territories through a broad range of
activities to save and change lives, with the ultimate goal of a world with zero hunger. In the complex and diverse
context within which WFP operates, there is rising demand for evidence of results of WFP policies and
programmes.
2. WFP has an independent Office of Evaluation (OEV) based at its headquarters in Rome, Italy. The evaluation
function helps to ensure that WFP is fit for purpose by providing decision makers and stakeholders with
independent assessments of the results and effects of its work.
3. Within its responsibilities and as set out in WFP’s Evaluation Policy, OEV ensures that all completed evaluation
reports are independently assessed by a panel of reviewers against predefined standards, with results reported
in the annual evaluation report contributing to high quality and credible evaluations. OEV calls this the Post Hoc
Quality Assessment (PHQA).
4. OEV launched the PHQA in 2016 to assess both centralized evaluations managed by the Office of Evaluation and
decentralized evaluations managed by regional bureaus, country offices and HQ divisions. During that time the
number of evaluations has varied with 41 reviewed in 2022. In addition, an initial PHQA template for impact
evaluations was developed in 2017 and tested in 2018. In 2020, OEV WFP launched its first Impact evaluation
strategy, which foresees the commissioning of 6 impact evaluations per window.
5. The WFP Office of Evaluation wishes to engage one or more service providers for the provision of PHQA services
through the setup of a Long-Term Agreement with two lots:
i) Lot 1 for the provision of PHQA services for Corporate Emergency Evaluations (CEE), Country Strategic
Plan Evaluations (CSPE), Strategic Evaluations (SE), Policy Evaluations (PE) and Decentralized Evaluations
(with the exception of Impact Evaluations)
ii) Lot 2 for the provision of PHQA services for Impact Evaluations.
6. The responsibilities for Lot 1 will include:
i) an independent quality assessment of WFP evaluation reports, comprised of a detailed assessment and
a summary assessment for each evaluation report
ii) the assessment of the evaluation reports’ degree of gender integration as part of the UN System Wide
Action Plan on Gender Equity and Empowerment of Women (UN-SWAP).
iii) an Annual Post-Hoc Quality Assessment Report (APSR) which provides a meta-analysis of the external
assessments conducted.
iv) annual review and revision of the PHQA templates, including the update of the guidance for reviewers on
the PHQA process and use of the templates
7. The responsibilities for Lot 2 will include:
i) an independent quality assessment of WFP impact evaluation reports comprised of a detailed assessment
and a summary assessment for each evaluation report.
ii) the assessment of the evaluation reports’ degree of gender integration as part of the UN System Wide
Action Plan on Gender Equity and Empowerment of Women (UN-SWAP)
iii) an Annual Post-Hoc Quality Assessment Report (APSR) which provides a meta-analysis of the external
assessments conducted.

iv)annual review and revision of the PHQA templates, including the guidance for reviewers on the PHQAprocess and use of the templates, in line with best practices for impact evaluation, and experimental and quasi-experimental social science research
WFP invites eligible suppliers to submit an expression of interest in providing the External Quality Assessment evaluation services. Eligible suppliers may submit an expression of interest for one of the two lots or for both lots. Companies who are selected through this EOI may be invited to participate in the Request for Proposals (RFP) that will be launched, aiming at establishing LTAs to cover these services.
The purpose of this EOI
8.The purpose of this request for EOI is to identify suppliers with verified technical capacity, including a panel of reviewers with the required expertise to provide PHQA services. Eligible suppliers will be invited to participate in the bidding process for the proposed tender.
9.Eligibility to participate in the proposed tender will be determined based on a number of pre-qualification criteria, listed under Annex 2, Supplier Competencies / Capacities.
10.After the deadline for submission of responses has passed, WFP will evaluate responses received and will notify eligible participants of the outcome of the evaluation.
How to prepare and submit your Expression of Interest
11.In order to participate in the pre-qualification exercise, service providers are required to provide the following:
•Statement of interest in being considered to provide PHQA services, including a short summary of experience in the provision of the required services and background information on the service provider. The statement of interest should clarify whether the service provider is interested in Lot 1, Lot2 or both Lots.
•Annex 1, Annex 2, Annex 3 and Annex 4
•Up to 2 CVs of senior staff who would lead the project on behalf of the service provider (max. of 2 CVsper LOT)
•Signature of this document (last page)
12.All supporting documentation listed above shall be prepared in accordance with the instructions provided and sent by email to HQ.tenders@wfp.org. The deadline for response to this request for EOI:
