UNOPS does not split the requirement for which tasks would have to be done by personnel in the Philippines. As part of IDD – we generally prepare course architecture with information on all modules, and topics (objectives, run-time, dissemination pedagogy and format) within the course. We are assuming that this is something we need todraft based on the base content that we will compile in coordination with SME, please confirm.2. Is there any quality peg that we can have a look at? In the case of interactive development, we generally consider the level of interactivity when it comes to quality benchmarking, if you have any specific style in mind then do let us know.3. Can we assume the duration of the training (in hours) indicated in the TOR is inclusive of the time needed for learner assessment (Quiz, exercise, etc.)?4. For the assessments, do you prefer whether they need to be built directly on the platform or do you want them as part of the SCORM package (interactive assessment)?5. We assume there will be a ‘Certificate of Completion’ for the learners to complete the course and get a certain score on the assessment. Please confirm if this is correct.6. In addition to the above, is there a need to offer these courses as leading to any certification? If yes, do we need to also consider post-development support such as designing course pages, certificates, relevant banners, thumbnails, etc.?ANSWER1. Yes that is correct, but coordination will mainly be with the Supreme Court.2. It's difficult for us to state a quality level at this point, but based on our objective of getting court staff to be comfortable and interested in using ICT devlces, we are looking at simple interactive modules that would give them basic information while at the same time encouraging them to use these devices . What we don't want is for someone to just deliver a recorded lecture; hence, we indicated the requirement of interactivity. We expect the modules to have mini quizzes and "hands-on" experience that would require them to interact with equipment and give them a certain level of accomplishment for doing so but this need not be too complex.3. For the mini-quizzes yes, but there can be a longer pre- and post-assessment that need not be included in the timings.4. We will need to coordinate this with the Philippine Judicial Academy (PHILA) as part of the consultations post-award. For either options, PHILJA must be able to monitor the progress of the learners and whether they successfully passed the assessments.5. Yes. We will also need to coordinate with PHILJA how they would want this done.6. This indeed may be part of the over-all programme of PHILJA but not essential right now for this tender.

We have had full time employees/team based out of Philippines in the past and still have technical support professionals based in Philippines for local clients.For this project, may we propose ICT/Cyber Security expert(s) and ID/dev team not based in Philippines? They specialise in the subject matter, have robust curriculum and related training material to deliver design and develop the requirements. In reference to this statement, will UNOPS provide base content to begin with or does the contractor need to curate and source this content? (Ref: Section IV-B-2_Will UNPOS provide licenses for any software and tool that will be required for the development of these courses or will we need to account for these in our pricing? Examples of tools that will require a license: Loom, Camtasia etc. (Ref: Section IV-B-2)The RFP states that the total duration of the training videos should be between 16-18 hours. Does UNOPS envision all the content to be presented in the form of videos? Or can we use a combination of static content + videos + other interactive components? (Section IV-B-3)Does UNOPS have a preference with respect to the authoring tool to be used for the design and development of the Cybersecurity eLearning modules?We understand that the PHILJA LMS is Moodle based.
