Description

The purpose of the agreement is for an institutional contractual partner to provide technical assistance to Department of Health (DOH) Center for Health Development (CHD) Eastern Visayas Region, Provincial Health Offices of Samar and Southern Leyte and different health sectors partners to implement Performance Accountability System under the Joint Programme on Accelerating the Reduction of Adolescent Pregnancy in Southern Leyte and Samar in the Philippines. 

BACKGROUND

The World Health Organization Country Office, Philippines is currently implementing the Joint Programme on Accelerating the Reduction of Adolescent Pregnancy in Southern Leyte and Samar in the Philippines. with funding support from the government of Korea through the Korea International Cooperation Agency (KOICA). This joint programme aims to achieve the following outcomes: improve access to quality information and services for adolescents; raise adolescents' self-awareness and rights to enable them to make informed choices about their own bodies; and enhance governance for adolescents' sexual and reproductive health. 

To achieve these outcomes, promoting good governance on ASRH is vital through institutionalizing accountability and community participation. Performance Accountability is considered a strong driving force in institutionalizing health reforms at various levels of local governments. Based on the experiences of the Local Government Units in Davao, CARAGA, and Western Visayas Regions in institutionalizing the Performance Accountability System (PAS), this joint programme attempts to address health issues particularly in reducing adolescent pregnancy, harness various initiatives and compile lessons learnt that guide health workers, policy makers, decision–makers and other stakeholders in pursuing better adolescent health outcomes.

Furthermore, PAS approach will also provide an opportunity for the project sites to transform health facilities within the Health Care Province Provider Network (HCPN) to become adolescent-friendly. This will be achieved through meaningful engagement with provincial, municipal and barangay level officials and relevant teams, suggesting a pathway for community-level health response and establishing functional, first-tier health response teams and support groups to provide adolescent-friendly health services.

To ensure standardized implementation of project activities in all project sites, there is an emerging need for a dedicated partner that would be attached to the project team in Eastern Visayas, providing technical support in coaching in the implementation, in monitoring, and evaluation, and initial orientation and introduction at the regional level through the Eastern Visayas CHD, of PAS in all areas where the project is currently being implemented.

REQUIREMENTS/WORK TO BE PERFORMED

Output 1: Time-bound and costed activities related to the assignment is identified.

  • Deliverable 1.1. A final work plan (including detailed PAS implementation’s supportive supervision, monitoring, and evaluation strategy) with budget and timeline submitted.
  • Deliverable 1.2. List of references, partner LGUs and responsible parties identified; and a detailed stakeholder analysis conducted.
  • Deliverable 1.3. Comprehensive inception report submitted.
  • Deliverable 1.4. Final technical and financial report detailing the status of PAS implementation in Samar and Southern Leyte submitted.

Output 2: Provide facilitation support to DOH-EVCHD in the continued and sustained engagement of Provincial and Municipal LGUs (governors, mayors legislative councils and other relevant local officials. Get their buy-in and support in the implementation of PAS which may include issuance of executive order and/or resolutions

  • Deliverable 2.1. Documentation of meetings with provincial and municipal LGU officials.
  • Deliverable 2.2. Executive order and/or resolutions legitimizing PAS, and PAS support structures and activities.

Output 3: Provide technical supportive supervision, coaching and mentoring services to the Provincial TA team (DOH representatives and PHO team) on PAS cycles to facilitate breakthrough planning and audits processes

  • Deliverable 3.1. List LGUs with respective PAS strategy support teams and document evidence of existing PAS strategy collaboration (plans, accomplishments, administrative order/local issuance, and technical discussions)
  • Deliverable 3.2.  Identify emerging issues, gaps in adolescent pregnancy service delivery and adolescent pregnancy indicators.
  • Deliverable 3.3. Facilitate technical discussions with the Provincial Team to identify (or concretize) interventions and or strategies to facilitate certification of AFHF; address adolescent pregnancy service delivery gaps; and document the outcome of discussions.
  • Deliverable 3.4. Provide advisory service to the Provincial Team on conduct of audits and breakthrough planning; and document the processes.
  • Deliverable 3.5. Provide advisory service to the Provincial and Municipal Health Board and MLGOO, SK, guiding dissemination and utilization of previous audit results.

Output 4: Conduct PAS strategy implementation and its integration with Adolescent-Friendly Health Facilities including monitoring and evaluation activities

  • Deliverable 4.1.   Orient the Eastern Visayas CHD on PAS and train all DMOs and the UHC Focal Person on the PAS cycles and monitoring tasks.
  • Deliverable 4.2. Develop or redefine M&E tools to monitor and evaluate the implementation of PAS strategy in Samar and Southern Leyte, including the timelines of M&E activities.
  • Deliverable 4.3. Document and report evaluations on PAS strategy implementation in sites where the capacity building related activities were provided to LGUs, including detailed recommendations for LGUs and WHO.
  • Deliverable 4.4. Document and report the status of the implementation of PAS approach in Samar and Southern Leyte; and identify and document scale-up strategy at provincial/municipal/regional level. 
  • Deliverable 4.5. Provide ongoing technical assistance to DMOs, Provincial Team and relevant stakeholders to ensure existence of functional PLGU/PHO-PDOHO PAS strategy support mechanism(s) in the project sites.

CHARACTERISTICS OF CONTRACTOR

Education:

  • Essential: University degree in Medicine with postgraduate degree in Public Health or Health Governance and Administration

Experience required:

  • With proven track record of working in the RMNCAH and health governance domains in the Philippines (at least 7-10 years).
  • Significant experience in collaborating with the DOH on health governance and systems, policies, procedures, and requirements
  • Experience with implementing similar initiatives that aimed at addressing gaps in local health care delivery and local governance system in the Philippines.

Skills / Technical skills and knowledge:

  • Knowledge and familiarity with WHO/DOH, relevant public health policies including WHO’s universal health coverage (UHC)/2030 Agenda for Sustainable Development and DOH’s Universal Health Care (UHC) principles, and operations. 
  • Sound knowledge and utilization of evidence to influence public health decision-making, planning, implementation, and evaluation at national and sub-national levels
  • Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct

Language requirements:

  • With excellent verbal and written communication skills in English and Filipino. 
  • Verbal and written skills in the Visayan and/or Waray language is an advantage
