INVITATION TO BID NO EM/RGO/DAF/LSP/P/0007526. (Cover Letter for ITB for the Procurement of Medical Waste Shredders which need to be installed in 167 districts of Pakistan). The World Health Organization Regional Office for the Eastern Mediterranean (WHO/EMRO) seeks offers for the Procurement Medical Waste Shredders which need to be installed in 167 districts listed in Annex 7 of Pakistan, as per the attached specifications listed under (Annex 2). QUERIES: • A prospective bidder requiring any clarification on may submit his questions via UNGM “Correspondence” tab not later than 31 Jul 2023, 23:00 hours, Cairo Local Time. CLOSING DATE: Offers must be uploaded via UNGM, “Tender Documents” tab not later than [9 Aug 2023] at [23:00] hours, Cairo Local Time SUBMISSION OF OFFERS: • Offers must be submitted in closed envelopes (technical and financial offer). • Technical proposal and financial proposal must be submitted in the attached (Annex 2) as an excel sheet and in PDF format. • Bids with a different pricing format may be rejected. • The currency of the proposal shall preferably be PKR OR US Dollars, but any other United Nations convertible currency will be acceptable. Prices should not include VAT. • Offers must comply with the requirements stated in the attached Invitation to Bid (ITB). All requirements should be completed as per the annexes. • If interested, you are kindly requested to register through United Nations Global Marketplace (UNGM) by logging-in to this site: https://www.ungm.org. After having an active account, continue following the guidance, until you express your interest to this bid. Then, you will be transferred to WHO’s e-tendering system to be able to collect the bidding documents and access your tender opportunities. All offers should be submitted in UNGM website before the above-mentioned closing date and marked “Invitation to Bid: EM/RGO/DAF/LSP/P/0007526 “Procurement Medical Waste Shredders which need to be installed in 167 districts of Pakistan”. IMPORTANT REMARKS: • Offers must comply with the requirements. • Offers must be received and made in accordance with the instructions contained in the attached invitation to bid. • Any order resulting from this invitation shall contain WHO’s General Terms and Conditions and any other specific terms or conditions detailed with the attached invitation to bid. INCOTERMS 2020: • FCA nearest port . • DDP WHO Warehouse Pakistan. SELECTION/REJECTION CRITERIA. 1. The supplier should offer installation services with all aspects and ensure that the Autoclave Medical Waste Shredder functioning correctly in all the locations. They should also provide regular maintenance and repairs to ensure that the machine operates smoothly and without any interruptions. 2. The supplier should provide training and education to the healthcare staff on how to operate it. This will ensure that the respective staff of the Health Facility use the machine correctly and efficiently. 3. The supplier should provide technical support to resolve any technical issues or malfunctions. They should have a dedicated technical support team available 24/7 to provide quick and efficient solutions. 4. The supplier should provide quality assurance to ensure that the Medical Waste Shredder meets the required quality and safety standards. They should conduct regular quality checks and audits to ensure that the machine is functioning correctly and providing accurate diagnoses. 5. the supplier must have over 3 years of experience in supplying medical equipment, specifically with dealing in Medical Waste equipment. Only manufacturers or authorized dealers/distributors are eligible to participate 6. The Supplier OR their official partner (for international suppliers) in Pakistan should have the following valid and verifiable documents. • If an international supplier who has no established office in Pakistan wishes to participate, they must nominate an authorized local partner and provide an undertaking to ensure the required installation. • References list/performance certificates with contact details for validation are needed 7. Quality assurance certifications ISO Certification/FDA/CE - ISO _ International Organization for Standardization, FDA _ Food and Drug Administration, CE _ Conformité Européenne (European Conformity) 8. Recent Financial Statements (signed/stamped by the bank) showing turnover of the last year 9. To reflect enough technical expertise, submit a registered qualified Bio-Medical engineer detail 10. A minimum of 3 years of experience in supplying medical equipment with particular experience in the delivery and installation of Medical Waste Shredders. 11. The supplier should have valid and verifiable Transport infrastructure, Storage and warehousing, inventory management system, and Qualified Human Resources to manage the operations. 12. The supplier should have the capability to store the equipment as per international standards, storage of spare parts, 13. Validity of the offer is required for 90 days. 14. Please separate the Transportation and installation charges from the unit price and write them in separate lines. 15. The Installation and transportation to all listed districts Annex 7 16. Singed/stamped offers on company letterhead will only be acceptable 17. Complete technical specifications of the Medical Waste Shredder and associated gadgets. 18. Complete list of accessories. 19. Delivery time more than 3 month may not be considered. 20. Financial capability (last 3-year audit reports, recent bank statements). 21. CVs of the installation and after-sale team. 22. 02 years warranty with parts as required in Annex 2. 23. Sales authorization by the manufacturer. 24. Reference list of the same brand installed. 25. at least three recommendation letters are required from independent, non-affiliated clients/companies. 26. Copies of the POs related to Medical Waste Shredder. 27. Supplier complete profile. 28. Partial delivery is allowed. 29. Quotations for Partial quantities will be considered 30. Evaluation criteria will be based on 80% price and 20% delivery lead time UN CODE OF CONDUCT: Confirmation of acceptance that your esteemed company accepts the terms mentioned in the attached UN Code of Conduct, must be received in the same letter containing your bid.
