Description

The purpose of this Request for Proposals (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to will support the Ministry of Health and Medical Services (MHMS) of Kiribati to develop the National Health Strategic Plan (NHSP) 2024-, including an implementation plan and monitoring and evaluation framework.

BACKGROUND

The Kiribati NHSP 2020-2023 guides the standard function, priority interventions and new development activities and programmes of the Kiribati MHMS. It states the noble vision of ‘‘Akea Tokin Te Tamaroa’ Rikiraken Kiribati man te botanaomata ae e marurung raoi: A Healthy Population Supported by an Accessible, Equitable and Quality Health Care Services. The NHSP details 34 focus areas and 131 priority actions under six key priority areas:

  1. Reduce morbidity, mortality and disability related to non-communicable diseases and communicable diseases
  2. Improve access to and utilization of quality Reproductive, Maternal, Newborn, Child and Adolescent Health, Health Promotion and High Impact Nutrition Intervention services.
  3. Improve the quality and range of hospital and allied health services.
  4. Improve the quality of nursing management, practice, and essential health services.
  5. Strengthen health protection and improve community empowerment to address environmental health issues and health security including climate change, disaster risk management and outbreak control.
  6. Strengthen health system Leadership, Management, Governance and Accountability and health facility development.

The mid-term review of the NHSP 2020-2023 completed in Jan 2023 identified key areas that should be strengthened in the next NHSP development and implementation. Based on these findings, MHMS is aiming to develop the next NHSP which will guide health programme workplans and resource allocation starting in 2024. As such, MHMS has requested technical assistance from the World Health Organization (WHO) to support the development of the NHSP 2024-, which will also include an implementation plan and monitoring and evaluation framework.

REQUIREMENTS/WORK TO BE PERFORMED

Output 1.1: Comprehensive situation analysis that details health system issues, threats, functional capacity, gaps, and development needs in Kiribati. Conduct a desk or literature review of documents and past assessments, stakeholder interviews, and quantitative and qualitative data analysis using collected data. Analyse the data and summarise the findings, including the stakeholder consultations needed to fill gaps in existing data.

Output 1.2: Draft NHSP 2024- by generating the technical contents (e.g., strategic objectives, key programme areas, and outcomes) that are precise and achievable and leading prioritization exercises to obtain consensus from stakeholders. Develop high-level strategic objectives in consultation with the MHMS leadership team and using the situation analysis findings. Conduct “back casting” to develop short- and medium-term objectives and generate detailed technical contents through stakeholder consultations. Lead prioritization exercise on the draft contents, which includes wide stakeholder consultations (across national to subnational level, across government sectors, and with development partners and community leaders) and are based on agreed objective criteria, to generate NHSP contents that all parties agreed are critical and achievable, and are committed to work towards them in the coming years. Provide strategic and policy guidance to enable MHMS to lead NHSP development, endorsement, implementation, and review, and to promote country ownership of NHSP.

Output 1.3: Implementation plan for the NHSP 2024- which will detail i) key health initiatives, from MHMS and development partners, that will guide Kiribati towards NHSP objectives and ii) leadership and management systems (i.e., governance framework, policy, communication arrangements) that will enforce alignment of NHSP objectives with programme workplans and resource allocation. The implementation plan should include explicit guidance on the governance structure (e.g. institutional processes, policy development), resource allocation, implementation steps that are needed to align programme initiatives from MHMS and development partners with the NHSP.

Output 1.4: A monitoring and evaluation framework for the NHSP 2024- that will include i) monitoring and evaluation strategy and matrix with indicators selected based on objective criteria, and ii) established processes (e.g., roles, functions and responsibilities, standard procedure for data collection, interpretation, use, and reporting , and support of monitoring and evaluation functions within the proposed MHMS Policy and Planning Unit) to implement developed framework. Indicators within the monitoring framework should also be selected based established criteria (e.g. alignment with NHSP objectives and implementation plan, data availability, alignment with established monitoring activities regionally and globally), with clear indicator definitions, and agreed upon by all stakeholders.

Output 1.5: An in-person stakeholder workshop to facilitate validation and agreement to the draft NHSP, including implementation plan and monitoring and evaluation framework before the documents are finalized and endorsed by MHMS.

CHARACTERISTICS OF CONTRACTOR

Mandatory:

Proven experience in the field of

  • At least ten years of working experience in the public health sector in the strategic planning, monitoring and evaluation, public health, health administration, health policy or a suitable health related discipline, with at least five years of which are in the international development context.
  • Demonstrated experience in providing strategic health policy advice and/or supporting Ministries of Health to design and develop national strategic plans.
  •  Ability to analyse and synthesise relevant information relating to the scope of the review.
  • Demonstrated skills and experience in using and interpreting quantitative and qualitative data.
  • Excellent English writing, reporting and communication skills.
  • Proven experience working with Pacific Island Countries and areas.
  • Ability and experience in leading a multidisciplinary, international team to deliver quality reports within the given time.
  • Demonstrated ability to develop and foster co-operative working relationships with key stakeholder and health sector partners.
  • Previous work with WHO, other international organizations and/or major institutions in the field of  public health and/or national health strategic planning ;

Desirable:

  • Sound knowledge and understanding of the Kiribati health system, including experience of working with government and non-government organisations preferred.
