  1. Description of Requirements

The World Health Organization (WHO) Country Office(CO) in Ukraine invites vendors to submit an Expression of Interest (EOI) for Verification and supplementary data collection for HeRAMS project  which address the following objectives:

  • Monthly retrieving the list of HFs from the WHO CO Responsible Officer (12 months).
  • Planning of the visit to the health facility – determining the monthly route (12 months), contacting health facilities to set up a visit. In security compromised areas, agreeing the optimal route of movement with the law enforcement agencies responsible for the area.
  • Identification of the key informant, obtaining the written consent to provide personal data and to guarantee the accuracy of information provided (12 months*44 HF/month = at least 528 in 12 months).
  • In-person visits to the health facilities (12 months*44 HF/month = at least 528 in 12 months). If the HF is comprised of several HSDUs (FAPs, health points, ambulatories), the HeRAMS questionnaire replies should be verified for each of the HSDUs. If information on HSDUs is not registered in a platform, the vendor notifies the WHO CO Responsible Officer on the lack of data, creates a new health facility record in the separate workspace, and performs supplementary data collection. If one or several of HSDUs are inaccessible, the alternative ways of data verification by contacting the key informant should be employed and the WHO CO Responsible Officer should be informed.
  • Collection of data for the full HeRAMS records of health facilities (and HSDUs) are entered in separate workspaces created in the HeRAMS platform for the further comparison of discrepancies by the HeRAMS WHO CO team.
  • Collection of observation notes of the health facility not covered by the questionnaire: resilience methods, public health problems, etc.
  • If required, provide refresher on the HeRAMS methodology, questionnaire, and platform.
  • If required, creating the account in HeRAMS platform for the key informant for further updates.
  • Making photos of health facility, if damaged – photos of damages.
  • Monthly reporting to WHO CO Responsible Officer.

WHO intends to invite selected vendors to participate in a formal solicitation, via a Request for Proposals (RFP), at a later stage, for the above requirements.  Complete details of the requirements will be included in the solicitation documents.

2. Minimum Criteria for Vendors 

Companies can only participate in this Request for EOI from WHO after completing their basic registration (free of charge) at the United Nations Global Marketplace (www.ungm.org).

  • The Contractor shall be registered and legally operating in Ukraine.
  • The Contractor shall be either for profit or not for profit institution operating in the field of healthcare system/market research, information services for healthcare industry, development of contacts and cooperation with state medical institutions, research of healthcare industry and/or public health.
  • The Contractor shall have proven experience in the field of studies of healthcare system/market in Ukraine (including, but not limited to audit of healthcare facilities), managing mobile/outreach teams for research purposes.
  • The Contractor shall demonstrate the satisfactory performance in previous work with WHO, other international organizations and/or major institutions in the field of the health-related data collection, healthcare system or individual HSDUs in security compromised areas in Ukraine.
  • The Contractor shall dedicate to the project a project manager of an adequate level of qualification and experience.
  • The Contractor’s staff shall possess adequate technical knowledge to cover organizational diagnostics of health facility in line with the HeRAMS questionnaire, identifying the quality of data collected; to perform the assessment and verification, provide refresher on methodology, questionnaire, platform, and to define specific terms used.
  • The Contractor’s staff shall have full professional working proficiency/native or bilingual proficiency in Ukrainian and Russian languages.
  • The Contractor should have ability to carry out the activities in normal working hours of Ukraine (Kyiv) time zone.
