This RFQ refers to the supply, delivery and installation of Water Treatment and Central Sterilization Services Department Equipment to various health facilities across Uzbekistan. The requirement consists of the following 8 items divided in 8 lots:
Lot # 1: Water purification system - 1 unit;
Lot # 2: Lab water distiller, 10 liters per hour - 2 units;
Lot # 3: Lab water bi-distiller, 4 liters per hour - 1 unit;
Lot # 4: Low temperature plasma sterilizer - 18 units;
Lot # 5: Steam sterilizer (autoclave), 75 liters - 3 units;
Lot # 6: Steam sterilizer (autoclave), 100 liters - 2 units;
Lot # 7: Drying oven, 80 liters - 2 units;
Lot # 8: Drying oven, 250 liters - 2 units.
Note to Bidders:
Bidders are allowed to quote prices for one or more lots identified in this tender. However, the Bidders must offer 100% of the quantities specified for each lot. Evaluation will be done separately for each lot. UNOPS reserves the right to vary the quantities of lots or remove a lot, and award multiple contracts for each lot.

A7a:The bid submission deadline has been postponed until 26 June 2023, 10:00 UTC Q7b:Please clarify if partial delivery of equipment is possible? For example, first delivery at least 50% of quantity and rest equipment like step two. A7b:As per Section II.1: Summary of the required goods and services, Point 7 "...delivery from FCA point(s) to DPU Tashkent, Uzbekistan may be carried out in as many shipments as necessary, further deliveries from Tashkent to the final destinations (hospitals) must be carried out in one shipment per destination or a group of destinations in order to reduce the disruption of the hospitals’ operations". Please note that full quantity must be delivered at DPU point within set 90 days after signing the contract

New amendment added #2: The RFQ is further amended as follows:Deadline for the submission of bids has been extended for 7 days, till 26 June 2023. Requirement on Quality Management System for Bidders is broadened. RFQ Sections II and III as well as Checklist are updated to reflect this change. To reflect the change described in point 2 above the document titled "RFQ-2023-45677_Section_II_Schedule_of_Requirements_Rev1_05June23.pdf" is replaced with the updated document titled "RFQ-2023-45677_Section_II_Schedule_of_Requirements_Rev2_14June23.pdf".To reflect the change described in point 2 above the document titled "RFQ-2023-45677_Section_III_Returnable Bidding Forms_Rev1_05June23.docx" is replaced with the updated document titled "RFQ-2023-45677_Section_III_Returnable Bidding Forms_Rev2_14June23.docx".All other unchanged terms and conditions of the RFQ remain in full force.

New clarification added: Q6:With reference to Section III: Returnable Bidding Forms, Form D: Technical specifications for goods – Comparative Data Table, Lot 4 "Low temperature plasma steriliser", line 13 states "Maximum sterilization temperature not more than: 55C°". Could you please consider modifying the line as follows " Maximum sterilization temperature not more than: 60°C."? A6:To provide additional clarification to Q2 and answer to Q6, please note that requested temperature range of 55-60°C is not required and technical specifications will remain unchanged.Please have in mind that bidders are encouraged to offer items with stipulated or better technical requirements,therefore, range of 55-60°C will be evaluated as compliant.

New clarification added: Q5:Could you please clarify what are the options for our organization to take in the tender for Lot # 4: "Low-temperature plasma sterilizer", considering we do not have active registration in Uzbekistan of the equipment we would like to offer? A5:We would like to inform you that both registered and unregistered items can be offered. If an item is already registered, no further action for registration shall be necessary. If an item is not yet registered, the Supplier will have to initiate the registration process after signing the contract with UNOPS for the supply of the subject item. Customs clearance of the items can be done based on the initiated, but not yet completed registration processes. If registration is not completed by the time of delivery and customs clearance, registration process may be completed after distribution and installation of the subject item at all hospitals.

New clarification added: Q4:Do Steam Sterilizers (Autoclaves) unders lots #5 and #6 need an integrated shredder? Can autoclaves with integrated shredder be proposed as well? A4: Bidders are encouraged to offer items with stipulated or better technical requirements. Therefore integrated scredder will be evaluated as compliant.

New clarification added: Q2: With reference to Section III: Returnable Bidding Forms, Form D: Technical specifications for goods – Comparative Data Table, Lot 4 "Low temperature plasma steriliser", line 13 states "Maximum sterilization temperature not more than: 55C°". As medical devices that demand low temperature methods of sterilization withstand temperature 55-60C° according to IFU, and the standard that demands that temperature of sterilization must be less that 55C° does not exist. May this point be modified as follows "Maximum sterilization temperature not more than: 55-60°C"? A2: The requested sterilization temperature range of 55-60°C is not required. Therefore, specifications remain unchanged.

What is the requirement for number of doors on plasma sterilizer? A3: As per Section III, Form D of the RFQ/2023/45677: Lot 4, Low temperature plasma sterilizer, please take into consideration the following:- stipulated technical requirements do not mention number of doors, therefore bidders are encouraged to offer multiple solutions - main offer and alternative to the main offer.

New clarification added: Q1a: With reference to Section III: Returnable Bidding Forms, Form D: Technical specifications for goods – Comparative Data Table, Lot 4 "Low temperature plasma steriliser", line 13 states "Maximum sterilisation temperature not more than: 550 C°". Shouldn't it be 55 C° instead of 550 C°? A1a: 'Maximum sterilisation temperature not more than: 550 C°' is a mistypo and should be rephrased into "Maximum sterilisation temperature not more than: 55°C". Section III: Returnable Bidding Forms, Form D: Technical Quotation Form will be amended accordingly and uploaded in the "Documents" section of the RFQ at the e-sourcing platform.Q1b: With reference to Section III: Returnable Bidding Forms, Form D: Technical specifications for goods – Comparative Data Table, Lot 5 "Steam sterilizer (autoclave) 75 litres ", line #6 states "The volume of the working chamber is not less than: 75 Litres" and specification line # 7 states "Working chamber diameter not less than: 400 mm". The requirements imply a cylindrical chamber that is not ergonomic as even 1 sterile (box 300 x 300x 600) unit with volume 55 liters not possible to load inside mentioned above chamber. Could it be considered (i) to amend line # 6 as follows "The useful volume of the working chamber is not less than: 70 Litres or 1 sterile (box 300 x 300x 600) unit" and (ii) to remove line # 7? A2b: (i) Line # 6 - the volume of 75 liters is stipulated as total, and not the useful volume, therefore 70 litres of "useful' volume will be evaluated as compliant (ii) Line # 7 - the diameter allows sterile box mentioned (300x300x600); however, this line will be ammended into: "Working chamber diameter not less than: 400 mm or adequate, to accomodate min 1 sterile unit". Section III: Returnable Bidding Forms, Form D: Technical Quotation Form will be amended accordingly and uploaded in the "Documents" section of the RFQ at the e-sourcing platform.
