INSTITUTIONAL CONSULTANCY SERVICES TO SUPPORT THE Rehabilitation of Urban Water Supply and Sanitation Infrastructure in Zimbabwe
The UNICEF Zimbabwe Country Office is seeking qualified consultancy firm(s) to enter into a multi-year contract to conduct technical assessments, provide support to manage and execute the implementation of urban water and sanitation programme in 14 urban centers of Zimbabwe.
Background: UNICEF Zimbabwe, subject to availability of funds, plans to support the Government of Zimbabwe in implementation of urban water and sanitation programme focusing on rehabilitation of the water supply and sanitation infrastructure (raw water works, water treatment plants, pumping facilities, storage reservoirs, distribution networks, sewage collection, treatment and disposal systems etc.) in 14 urban centers during 2013-2015. The goal of the programme is to contribute to reduced burden of diarrhoeal diseases, including the risk of cholera, and improved productivity amongst the inhabitants of the target urban centers through improving the equitable access, quality, and reliability of piped water supply and sanitation services.
Scope of the Assignment: The consultancy firms are expected to provide the following services:
(i) Undertake comprehensive technical assessments in the target urban centers with a view to identify the most appropriate options for rehabilitation work;
(ii) produce technical specifications, designs/drawings, bills of quantities and tender documents;
(iii) develop environmental management plans for the identified rehabilitation interventions;
(iv) jointly with UNICEF personnel, provide support to execute the pre-qualification and bidding processes;
(v) supervision and monitoring of implementation and execution of the works; and
(vi) develop water supply and sanitation sector business plans for the target urban centers.
Qualifications: Interested consultancy firms should meet the following minimum requirements:
(i) Must be legal entity or consortium of legal entities;
(ii) Must be able to operate legally in Zimbabwe
(iii) Must have a minimum of 10 years’ experience in similar assignments.
(iv) Desirable relative working experience on similar projects in Sub-Saharan Africa.
This EOI is open to both local and international firms.
Response requirements: At this stage, UNICEF is requesting Expressions of Interest from consultancy firms interested in competing for a multi-year contract(s) conduct technical assessments, provide support to manage and execute the implementation of urban water and sanitation programme in 14 urban centers of Zimbabwe. Interested firms should submit detailed and complete institutional profile information and documents, together with a written “Expression of Interest” in response to this advertisement. The documents should include at a minimum:
(i) Description of the consultancy firm - legal status, organizational structure, names of the board of directors and name(s) and address(es) of associates, if a Joint Venture(JV); their short description and description of their role in the JV/Association;
(ii) Total number of years of experience in design, supervision and contract management of urban water supply and sanitation projects;
(iii) Experience in similar georaphical conditions;
(iv) Description of major similar assignments undertaken during the last 10 years including name of the project, location, name and contact details (e-mail and telephone) of the client, implementation period, cost of the project, cost of services provided and scope of services;
(v) Key professional staff (name, date of birth, years with the firm, total years of experience, nature of experience in this firm and others, education/other trainings and knowledge of languages; and
(vi) Audited financial statements including annual turn-over (in US$) for the past 3 years.
Information provided will be reviewed to assess each consultancy firm’s suitability to be included in the upcoming competitive Request for Proposal (RFP) process.
