DESCRIPTION OF REQUIREMENTS

Agencies, Funds, Programmes and Organisations (AFPOs) covered by the United Nations Security Management System in Lao PDR intend to implement Electronic Instruction Detection System (EIDS) at staff members’ residences in accordance with existing United Nations policies.

The technical implementation of the system will be coordinated by United Nations Department of Safety and Security (UNDSS) while contractual arrangements will be managed by the United Nations Development Programme (UNDP) on behalf of all AFPOs in Lao PDR.

The purpose of the system is to provide a cost effective security arrangement at the staff residences.  

Scope of work:

  1. The contract will preferably be allocated to two services providers. The main selection criteria are demonstrated technical capability and cost.
  2. The total number of expected clients will fluctuate during the contract period. Currently, the contract will cover over 60 (sixty) residences for a single service provider or 30 (thirty) residences in the case two service providers are selected.  Procuring entity reserves the right to amend the distribution ratio.
  3. While most of the residences are located in Vientiane Capital, Lao PDR a small number of residences (not more than ten (10)) are located throughout the country e.g. Oudomxai and Thakek and will be covered by the contract.
  4. The expected contract duration is three (3) years with possibility of extension for an additional one (1) year.

Electronic intrusion detection system (EIDS) will provide two (2) layers[1] of instant[2] detection at a house and single layer at an apartment;

(a)   1st layer, residential exterior (entire external perimeter of the house);

(b)   2nd layer, residential interior (all intrusion points of the house[3]).

  1. Provides three (3) monitoring options;
  2. Full Protection, uninterrupted and instant intrusion detection of both residential interior (2nd layer) and residential exterior (1st layer);
  3. Perimeter Protection, uninterrupted and instant intrusion detection of residential exterior (1st layer);
  4. Stand-by, tampering of any component of the system triggers alarm, no intrusion detection.
  5. Activation or deactivation of the above options is executable via remote control, which confirms requested operation, and via keypad panel, which notifies executed action through a display and sound signal;

 

Full TOR and RFP will be provided to interested and qualified companies on a later stage.

 

Conditions:

 

To qualify, interested contractors should submit their Expression of Interest, along with the following documents:

•           Company Profile and business registration;

•           Information on technical capabilities including professional staff and availability of  the required equipment;

•           At least three references for similar projects undertaken previously including names of customers and their contact details;

•           Proof of financial capability to provide the services, i.e. the financial statement for the recent past two years;

  • Due to the fact that the requested services are require Government licence in order to operation in Lao PDR the interested companies must provide copy of local Government licence confirming that the company may operate in Lao PDR and provide the required services

Statement that company will receive the required Government licence within two months period in case if their proposal will be selected after the formal competitive process.

A.         Firms interested in receiving the solicitation documents are requested to immediately submit a written expression of interest (EOI) to the above e-mail stating the name of the company, EOI reference number, EOI description and full contact details.

 

B.         This EOI does not constitute a solicitation. The UN reserves the right to change or cancel the requirement at any time during the EOI and/or subsequent solicitation process. Submitting a reply to an EOI does not automatically guarantee that a company will be considered for receipt of a solicitation if and when issued.  Prospective companies that respond and are deemed qualified upon completion of an evaluation of their submission will be invited to participate in the final RFP, if and when issued.
