Description

1. Objective

The objective of the assignment is to support the implementation of Digital and Interpersonal Skills Training to the target beneficiaries in the target sectors as well as gathering and analyzing relevant information and data in the target sectors to provide input to ILO in developing gender-sensitive career progression map in the target sectors.

The Contractor will provide 2 training subjects related to technical skills in food services industry to the target beneficiaries maximum number of 10 days for both training subjects with the total of 15-20 hours per training subject. The timeline arrangements are subject to further confirmation between the contractor and the ILO focal point.

The 2 training subjects should address issues related to digital and interpersonal skills which are relevant in the food services industry such as workplace communication skills, digital marketing and so on. The contractor is expected to propose the 2 training subjects in the Technical Proposal with further details on the syllabus, content structure, subtopics etc which will be applied in the training.

The Training is envisioned to take place in Kedah with the participation of target beneficiaries from these two states and it can be conducted in English or Bahasa Malaysia with the inclusion of a gender-responsive approach and this includes, and is not limited to, the following tasks:

Consultation and Preparation (May-June 2023)

  • The contractor will work with the ILO focal point to discuss and create a detailed strategy plan, schedule and agenda for the Training. The ILO will provide the contractor with the situation analysis report of the Young Futuremakers Malaysia project and any other relevant documents to facilitate the process.
  • The contractor will provide all relevant materials for the Training including but not limited to physical notes, slides, videos, assessments, teaching modules and others. The materials will be further discussed and confirmed with the ILO focal point.

 

Organize and Manage Skills Training and Gather Data for Gender Sensitive Career Progression Map ( June-August 2023)

  • Mode: Face-to-face. The training shall take place during weekends or any other suitable time which will not disrupt the participants’ mandatory works at their respective workplaces. Maximum hours of conducting the training per day will be determined later upon discussion with the ILO focal point
  • Participants: 100 Target Beneficiaries and 70% of them are women and the contractor shall ensure at least 90% of them will complete the entire Training. Duration: Maximum TWO (2) months for the completion of the Training.
  • Venue: The Contractor shall propose maximum THREE (3) venues and the Training can be conducted in the Contractor’s facilities or any other locations which will be determined later upon discussion with the ILO focal point. The proposed venues shall be cost-effective and accessible to the target beneficiaries
  • Agenda & Pre-Survey: The Contractor shall propose the draft agenda for the Training in the Technical Proposal and finalization of the agenda shall be made jointly with the ILO focal point. A briefing session with the participants before the implementation of the Training with a pre-survey to be conducted as the baseline during the briefing session shall be included in the Agenda.
  • Trainers & Participants management: The Contractor will lead and coordinate the trainers and participants management in coordination with ILO.
  • Logistics: The Contractor will prepare the logistics required to conduct the Training and details of the logistics matters will be determined later upon discussion with the ILO focal point.
  • Final Assessment: The Contractor shall conduct assessment at the end of the Training to assess the knowledge and skills acquired by the participants throughout the Training. The contractor shall propose the format or method of assessment in the technical proposal and further details of the assessment will be determined later upon discussion with the ILO focal point.
  • Certification: The Contractor will provide a Certificate of Completion to the participants that complete the Training and Assessment with the cost to be borne by the Contractor. The format and design of the certificate will be determined later upon discussion with the ILO focal point.
  • Post-Survey: On the final day of the Training, the Contractor should conduct post survey to evaluate the knowledge and skills improvement of the participants both quantitative and qualitative methods with the minimum target of 90% of participants providing feedback for the quantitative method and 5 testimonials for the qualitative method. The survey should be able to capture the participants’ feedback on how the skills training would elevate career progression in their respective workplaces. The survey shall align with the indicators required by the ILO. Further details of the post survey will be determined later upon discussion with the ILO focal point.

 

Documentation and Analysis of Data from the Skills Training for the Development of the Gender Sensitive Career Progression Map (September 2023)

  • The Contractor shall provide documentation of all matters on the entire Training. The details and format of the documentation will be determined later upon discussion with the ILO focal point (e.g., training material, and detailed list of participants).
  • Further analysis of relevant data and information from the Training shall be conducted to provide input for the development of the Gender Sensitive Career Progression Map in the target sectors. The details and format of the analysis and documentation will be determined later upon discussion with the ILO focal point. The Gender Sensitive Career Progression Map will be developed further in the next phase and any Contractors available and interested to support this next phase following this assignment are particularly encouraged to apply later.
  • The full copyright of the documentation rests with the ILO.

 

Overall Implementation

  • The contractor will schedule weekly calls with the ILO focal points to provide updates on the Initiative and discuss any pending matters.
  • The contractor will carry out any other tasks as requested by the ILO throughout the contract to complete the assignment.

2. Timeline and Outputs

The assignment goes from 31 May 2023 until 30 September 2023 and deliverables should be aligned with the timeline of the overall project.

Output 1. Consultation with the ILO and preparation for the Training and final preparatory Training documents including the schedule of the Training are duly executed by 10 June 2023.

Output 2. The Training is duly executed and implemented according to the agreed timeline and schedule by 31 August 2023.

Output 3. The documentation and analysis of data from the Training for the development of the Gender Sensitive Career Progression Map are duly conducted and submitted according to the agreed timeline and schedule by 30 September 2023.

3. Qualifications

The contractor is expected to fulfil the following criteria:

  • Training Providers with qualifications and certifications from relevant authorities such as HRD Corp, PERKESO, JPK, MOH, JAKIM etc.
  • Have existing syllabus or curricula certified by relevant authorities or Qualification Bodies for the proposed training topics by the contractor.
  • Minimum TWO (2) years of experience in conducting training and/or workshops with various stakeholders.
  • Strong communication and organizational skills.
  • Ability to conduct the training in Kedah.
  • Ability to work with multiple stakeholders from diverse backgrounds, in particular young people and underserved communities.
  • Ability to work and communicate in English and Bahasa Malaysia.
