Description :The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to carry out tasks that contribute to the development and execution of UNAIDS’ strategy on Influence, Advocacy, Coalition Building and Partnerships of the Influence and Partnerships Unit / Influence, Partnerships and Communications Department (IPC). In this role, the Influence, Advocacy and Campaigns Consultant will provide technical assistance in developing power analyses as well as other campaigns and communications related assets.

Detailed Scope of Work

1. Working with the relevant stakeholders provide context analysis/a systems map after gathering data on the political, economic, social, technological, and legal context and trends in at least three of the following countries - Jamaica, Uganda, Kenya, Zambia, Ghana and Senegal - to support the UNAIDS Global Strategy on Decriminalisation. The three should include Jamaica.
2. Working with the Influencing and Partnerships director and the Consultant for Influence, Advocacy and Campaigns and the relevant country teams and via virtual workshops as needed, develop:
a. A power analysis for at least three countries - Jamaica Uganda, Kenya, Zambia, Ghana and Senegal – and identify the blockers, champions and decision makers who should be targeted as part of an influencing campaign to trend opinions more progressively.
b. Develop goals, SMART objectives, outcomes, and outputs for a multi country Decriminalisation campaign to be developed from the above analysis.
c. Develop the theory of change, pathways to change.
d. Suggest clear outputs and outcomes.
3. Develop a campaigning suite of materials for each country that can be tailored by country campaign teams. This could include:
a. A template op-ed that can be used by UN teams/influencers that positions the debate in a helpful way to drive impact.
b. Develop overarching messaging framework as a basis for discussion with key partners and country offices.
c. Identify best practice and welcome progressive change, while also highlighting ways to call out any limiting of civil society space and Decriminalisation backsliding.
d. Develop a shared graphic that could be used digitally to reflect protest. For example, suggest a common way that people on social media can change their profile to an image that reflects solidarity.

Dedicated specific technical expertise during 120 days from 15 June to 15 December 2023.
