The United Nations Office at Nairobi (hereinafter referred to as UNON), on behalf of The United Nations Human Settlements Programme (UN-Habitat), Nairobi, is issuing this Request for Expression of Interest (herein referred to as REOI) to seek interest from qualified companies with required expertise and experience, from all countries who will be invited to participate in a tender for the reconstruction of 120 houses, Sofala Province - Mozambique (Eastern Africa). (1) Background and Project Objective: Through the project of “USAID: Building Back Better and Resilience Building: An Integrated Territorial Approach in Sofala Province, Mozambique”, UN joint program implemented with UNHABITAT and FAO. UN-Habitat using USAID funds aims to build 120 (one hundred and twenty) new resilient conventional housing units. According to the Global Climate Risk Index (CRI 2021) in 2019 Mozambique ranked 1st as the most affected country hit by extreme weather events, which are becoming more and more frequent and intense due to climate change effects. In 2019, for the first time, the country was impacted by two tropical cyclones (Category 4) in the same year (Idai in March and Kenneth in April) that devastated the central and northern regions. At the same time, between December 2020 and February 2021, the Tropical Cyclones Eloise and Guambe and the severe tropical storm Chalane hit again the central region of the country. Despite the Government of Mozambique having developed capacities to prepare for, cope with and respond to disasters, the scale of the destruction of last Idai and Kenneth cyclones was unprecedented. The estimated total loss and damages amounted to 3.2 billion USD, of which 687 million USD for recovery of the Housing and Settlements sector (the most affected and economically the most relevant sector, with between 250,000 to 300,000 houses either destroyed or damaged). The main objective of this project is the reconstruction of 120 (one hundred and twenty) Houses TYPE A with 26m2 (twenty six square meters) using resilient design provided by UNHABITAT, following the paradigm of resilient assisted, and implemented through the operational procedures indicated in the PALPOC and the UN-Habitat standards for Build Back Better (BBB) already successfully developed by the Agency in Mozambique. (2) Main activities and expected outputs: The reconstruction works of the 120 Houses will be distributed into three lots following the locations and target figures as bellow: - LOT 01 - N.20 House units in Macurungo resettlement 2021, Guara Guara in Buzi District; - LOT 02 - N.50 House units in Mandruzi resettlement in Dondo District; - LOT 03 - N.50 House units in Metuchira resettlement in Nhamatanda District; The contractor will undertake activities described in the following scope of work in close supervision of the UN Habitat, Human Settlements Programs Nairobi. (3) Scope of Work a) The Housing Reconstruction works should be substantially completed within 7 months, starting from the signature of the construction contract. The House units should be provisory handover to UN technical staff upon substantial completion according the plan defined. b) The technical assistance from UN-HABITAT (Supervision team) will be to support the supervision of the construction works until the substantial completion date. The Supervision team will visit each work site/school weekly to identify any possible defects linked to the quality of the construction. c) All defects will be corrected prior signing the certificate of final completion. d) Selected contractor will be responsible of supporting the Supervision Management Team in: • Consignment certificate: at the beginning of the construction works. These construction works must start within a maximum of 15 days after the signature of the construction consignment and it will be considered as day 0. • Minutes of Meetings: weekly • Progress Payment Reports: monthly • Completion of works certificate: at the end of construction works. (4) Expected Outputs NOTES: This REOI does not constitute a solicitation. UNON reserves the right to change or cancel the requirements at any time during the REOI and solicitation process. Thus, submitting a reply to this REOI does not automatically guarantee that your company will be considered for receipt of the solicitation documents when issued.
