Philippine Healthy Equity Report
BACKGROUND
In 2020, the Regional Action Plan on Healthy Ageing for the Western Pacific was endorsed by the World Health Organization Regional Committee for the Western Pacific. The plan aims to support Member States in preparing for population ageing by taking early action. It recognizes that health in old age is a result of a lifetime accumulation of individual and environmental exposures, and that various social determinants of health can induce various ageing trajectories and lead to health inequities in older age. Therefore, addressing current health and well-being gaps in older adults is crucial in achieving a healthy ageing society where healthier older adults can fully participate.
The Philippines is currently experiencing growth in the number and proportion of older adults in the population, which is expected to increase the demand for health and social services and support for older people and their families. With a future-orientated mindset, the Philippines has been working to create age-friendly environments for older adults and other age groups to ensure that everyone could achieve healthy ageing.
This project is proposed to provide scientific evidence for the Philippines, in terms of prioritizing investments that will tackle health and well-being gaps and creating conditions that enable older adults in the Philippines to lead healthy and prosperous lives.
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
The purpose of this project is to develop the evidence base regarding the current status of health inequities among older adults living in the Philippines, and gaps in essential socioeconomic conditions necessary for a healthy life. The findings of this work will provide support to policymakers in their efforts to reduce the social gradient in health and promote healthy ageing.
WORK(S) TO BE PERFORMED
Data analysis (quantitative) and write up of findings (including infographics) in a report format.
This project comprises three following activities:
Activity 1: Conduct quantitative analyses to assess the current status of health and well-being inequities among older adults, including gender-, education-, and financial security-related gaps.
Activity 2: Conduct decomposition analyses to identify the significant contributors to health inequities among older adults in the Philippines based on essential social conditions, such as health services, income security and social protection, living conditions, social and human capital, and employment and working conditions. The conditions can be expanded and amended in agreement with WHO.
Activity 3: Develop key insight summaries to inform policymakers in reducing the social gradient in health and promoting healthy ageing. These summaries will visualize the results of Activity 1 and 2, and outline policy actions needed to address health inequities in older age in the Philippines.
This project will produce two deliverables, including:
- Deliverable 1: An interim regular report with tables and figures clearly showing data analysis findings to be submitted to WHO no later than 1 May 2023.
- Deliverable 2: A final technical report with tables and figures clearly showing data analysis findings will be submitted to WHO no later than 1 June 2023.
METHODS TO CARRY OUT THE ACTIVITY
Quantitative analysis (e.g., decomposition analysis) using data collected and provided by AGE.
QUALIFICATIONS AND EXPERIENCE
EDUCATION
Essential: An individual or institution should have someone with a PhD degree in statistics, biostatistics, public health, health science, social gerontology, public health research or related disciplines.
EXPERIENCE
Essential: A contracting individual or institution should have the qualification and/or experience in analyzing quantitative data on social determinants of health, preferably among older people.
TECHNICAL SKILLS & KNOWLEDGE
Demonstrated knowledge and expertise in statistics, biostatistics, public health, social determinants of health, healthy ageing, and health policy development is essential together with excellent empirical research capacity.
LANGUAGES
Fluent in written and spoken English.
