Description

1. Background
The International Labour Organization (ILO) is the United Nations agency for the world of work and brings together governments, employers and workers to drive a human-centred approach to the future of work through employment creation, rights at work, social protection and social dialogue. The ILO has a long-standing commitment to promoting productive employment and decent work for youth in Asia and the Pacific, guided by the ILO's follow-up action plan on youth employment 2020-2030.
In Malaysia, the COVID-19 crisis has negatively impacted the labour market prospects of youth through disruptions to education and training, job disruptions through reduced working hours and unemployment, and disruptions in transitioning from school to work. These disruptions also risked exacerbating pre-existing inequalities, especially related to gender. Even before the crisis, young women in Malaysia were in a vulnerable labour market situation and encountered a rapidly changing world of work with changes in technology and skills demanded by employers, in addition to persisting gender disparities in the labour market and skills development.
In response to these challenges, the ILO collaborates with Standard Chartered Foundation to implement the “Young Futuremakers Malaysia” project (2022-2023) with a focus on promoting the employability of young women in science, technology, engineering, and mathematics (STEM) in Malaysia. The project takes an integrated approach to support the employability of young workers as well as technical vocational education and training (TVET) trainees and graduates. It aims at (i) providing up/reskilling training opportunities, especially for young women, with a focus on industry demand-driven tech-oriented STEM and core skills towards their career advancement and (ii) supporting TVET graduates’ labour market transition through awareness raising on skills development and career opportunities as well as strengthened post-training employment services. The project aims to benefit young women (15-30 years old) from B40 or low-tier M40 communities in Kuala Lumpur, Selangor and Kedah (“Target Beneficiaries”) with the target of up/reskilling training and employment opportunities in the food operations and services sector.
Anchored in the UN Global Initiative on Decent Jobs for Youth, the project takes a gender-responsive, systemic and inclusive approach to strengthen existing labour market structures, services and institutional capacities, while building linkages between government, training centres, employment offices, the private sector and young people. The project is well aligned with the objectives of the Twelfth Malaysia Plan (2021-2025, 12 MP), the Malaysia United Nations Sustainable Development Cooperation Framework 2021-2025 (UNSDCF) and the Malaysia Decent Work Country Programme 2019-2025 (DWCP). The 12th Malaysia Plan recognizes the need for developing future talent, accelerating technology adoption, and improving the TVET system while tackling inefficiencies in the labour market, gender disparities in labour force participation, and the impact of COVID-19 on youth employment.
In the effort to achieve the aim of providing relevant training opportunities, the project will conduct a public awareness campaign for the target beneficiaries. In particular, the campaign will be conducted via physical and online settings with the following objectives:
(i) To promote career opportunities and skills enhancement through STEM in TVET for the food operations and services sector to the target beneficiaries and public at large;
(ii) To promote relevant training, qualifications and other relevant certifications available in the food operations and services sector to the target beneficiaries; and
(iii) To encourage the target beneficiaries to register with the TVET Institutions or Government agencies for up/reskilling training that applies to the food operations and services sectors.

2. Objective
The objective of the assignment is to support the preparation, organization and implementation of Young Futuremakers Malaysia’s public awareness campaign through pre-campaign consultation and content preparation, physical and online campaign organization and management, and overall implementation and monitoring of the campaign. The campaign is planned from March until May with the pre-campaign consultation and preparation to be implemented in February. The campaign shall be conducted in Bahasa Malaysia, and this includes, and is not limited to, the following tasks:
1) Pre-Campaign Consultation and Preparation (February 2023)
• The contractor will work with the ILO focal point to discuss the details of the Public Awareness campaign. The consultation will also include creating a detailed strategy plan, schedule and agenda for the whole campaign. The ILO will provide the contractor with the situation analysis report of the Young Futuremakers Malaysia project and any other relevant documents to facilitate the process.
• The contractor will coordinate with the ILO focal point and other identified key stakeholders (Government agencies, Trade Unions, Employers’ Federations, TVET Institutions, private sector, media partners, NGOs etc) to be involved in the Public Awareness Campaign.

2) Organize and Manage Physical Campaign (March-April 2023)
To conduct ONE (1) Public Awareness Campaign each in the following locations:
a) Klang Valley; and
b) Kedah


3) Organize and Manage Online Campaign (March-May 2023)
• Materials: The contractor will work with the ILO focal point to produce the following materials for the online campaign:
(i) Online campaign plan and schedule
(ii) Infographics or Posters
- Maximum FIVE (5) infographics or posters depicting the career opportunities and skills enhancement through STEM in TVET for the food operations and services as well as relevant training, qualifications and other relevant certifications available in the food operations and services sector.
- The content and details of the infographics or posters will be based on the situation analysis report of the Young Futuremakers Malaysia project and any other relevant documents and finalized jointly with the ILO focal point
(iii) Reels or Short videos
-Maximum TWO (2) reels or short videos with a duration of between 60-90 seconds which will explain the career opportunities and skills enhancement through STEM in TVET for the food operations and services as well as relevant training, qualifications and other relevant certifications available in the food operations and services sector.
-ONE (1) reel or short video with a duration of between 60-90 seconds to be released on International Women’s Day with the concept idea of young women’s contribution to the country through TVET. It can be done by way of animations/testimonials etc.
-The specifications and details of the reels or short videos will be discussed further and finalized jointly with the ILO focal point
- The draft scripts for the reels or short videos should be submitted to ILO for approval before their actual production;
- Verbal and visual references to the ILO must be in line with ILO house style, while the terminology used in the English-language scripts and their translations should be consistent with the ILO’s standards;

- All narrative, graphic and audio materials to be used and/or referenced should follow appropriate copyright regulations. As much as possible, original content should be used. It is the responsibility of the Contractor to ensure that appropriate permissions have been obtained for shooting, interviews and all materials used;
-All reels and videos (edited and unedited footage) will become the property of the ILO, with the organization holding full copyright.
