BACKGROUND

District Health Information Software (DHIS2) is a customizable, free and open-source software tool for data collection, validation, analysis, and presentation of aggregate and patient-based statistical data, tailored (but not limited) to integrated health information management activities. Member States have regularly used the regional instance of DHIS2 to report their data to the World Health Organization (WHO), Regional Office for the Western Pacific (WPRO) since 2018. However, there is a strong need to re-design how currently data is being collected and analysed in DHIS2 and also to assist Member States how DHIS2 is being used.

Very often, Member states also seek technical support from the Health Information and Intelligence (HII) team for guidance and land scape analysis during digital tool assessments for country implementations. This includes not only DHIS2, but also Electronic Medical Record (EMR) Management, Civil Registration and Vital Statistics Systems (CRVS), integration of multiple health information systems etc.

 

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

To assist the HII Team under the Data, Strategy and Innovation (DSI) group in:

  • • Re-design regional DHIS2 instance for routine data monitoring and evaluation for health SDG, UHC and Health Islands Monitoring Framework (HIMF) indicators.
  • • Technically support for country DHIS2 usage and implementation in Member States.
  • • Support any ad-hoc technology support requests from HII technical team and/or Member States.

 

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

The consultant will work under the supervision of HII Coordinator and with other technical program units to facilitate the following:

Output 1:  Continue to design the regional user page for monitoring health SDG, UHC and Health Islands Monitoring Framework (HIMF) indicators and achieve the function for routine data management and maintenance.

  • Deliverable 1:  Finish the regional user page(dashboard) on the regional DHIS2 tool platform.

Output 2: Continue to design the country user page for monitoring health SDG, UHC, and Health Islands Monitoring Framework (HIMF) indicators by collecting and managing both global and country data from different data sources.

  • Deliverable 2: Finish the country user page(dashboard) on the regional DHIS2 tool platform.

Output 3: Technically support for country DHIS2 usage and implementation in Member States and capacity building.

  • Deliverable 3: Assessment and delivery reports to include both activities and achievement for supporting country-level DHIS2 tool maintenance, implementation and capacity building.

Output 4: Routine maintenance of regional DHIS2 tool including design data auto-generation and integration methods and approaches, platform upgrading, and training for WHO staff and users.

  • Deliverable 4.1: Finalize standardized data generation and integration approach and methods for SDG/UHC/HIMF indicators.
  • Deliverable 4.2: Progress report containing the ad-hoc support details.

 

METHODS TO CARRY OUT THE ACTIVITY

This contract will be an off-site consultancy with duty travels to provide technical support to Member States. The consultant is expected to attend weekly team meetings and other related meetings of HII unit. The average working days is 15 days per month with a total of 90 working days for the contract period.

The consultant will be required to submit monthly reports on the progress in achieving the outputs and deliverables.
 

QUALIFICATIONS & EXPERIENCE

EDUCATION

Essential: Relevant first university degree in computer science, programming, data science, and related areas.

Desirable: Masters degree in computer science, programming, data science, public health, and related areas.

EXPERIENCE

Essential:

  • • At least 7 years work experience in health data monitoring, health surveillance, health research, and/or health information systems strengthening.
  • • With one to two years’ experience with administration of a DHIS2 instance.
  • • Previous experiences with coordination between different stakeholders.

Desirable:

  • • Experience in working with countries in the WHO Western Pacific Region is an advantage.
  • • Experiences in health information systems, health systems or data analysis is an asset.
  • • Three or more years of experience with DHIS2 is an advantage.
  • • Exposure to EMR and CRVS implementations.
  • • Aware of FHIR inter-operability standards for Health Information data integrations.

TECHNICAL SKILLS & KNOWLEDGE

  • • Expertise in Programming languages like R, Python, Javascript & HTML/CSS
  • • Strong foundation in working with Databases and SQL
  • • Knowledge in working with Unix variant of operating systems like Ubuntu

LANGUAGES

  • • Advance written and spoken fluency in English is essential.
  • • Additional proficiency with any language for countries in the Western Pacific Region is desirable.

ADDITIONAL INFORMATION

  • • This is a part-time consultancy. The Consultant is expected to perform her/his work remotely from place of residence with possible duty travel to countries in the WHO Western Pacific Region.  The selected consultant is only expected to work 50% of his/her daily time and must participate the weekly Team meeting.
  • • Contract duration is for 6 months starting 1 February 2023
