The purpose of this Request for Proposals (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to work with the Health Data Collaborative (HDC) and its secretariat (currently hosted by WHO) to undertake an external independent evaluation of the Health Data Collaborative (HDC) June 2015 – December 2022 with the following objectives.
Objectives:
- To design a framework for evaluating the Health Data Collaborative’s efforts from June 2015 to December 2022, by adapting and using the six OECD evaluation criteria and principles.
- To use the framework to implement an evaluation of the HDC 2015-2022 that includes:
- an evaluation in up to six country-specific contexts[1];
- a desk review of HDC background and materials 2015-2022;
- HDC stakeholder interviews from all seven HDC constituencies (technical and leadership levels), all HDC working groups and the secretariat, with emphasis on country and regional representation.
3.To present an evaluation with practical recommendations to the HDC for 2023-2030 that:
- summarizes evaluation methods and analysis (quantitative and qualitative) to draw robust conclusions;
- makes clear practical recommendations to strengthen the HDC’s potential contribution 2023-2030 in accelerating the health-related SDGs;
- could update a high-level leadership event April 2023 and to the HDC Stakeholder Representative Group (SRG) at the end of the evaluation; and could be published in a peer review journal.
WHO is an Organization that is dependent on the budgetary and extra-budgetary contributions it receives for the implementation of its activities. Bidders are, therefore, requested to propose the best and most cost-effective solution to meet WHO requirements, while ensuring a high level of service.
