Description

The consultant will support UNAIDS to develop the guideline and a minimum package with the objectives
• to improve access to health and HIV services.
• to access cash and food transfers for the very poor to increase household resilience and reduce risky coping mechanisms such as taking loan or selling assets.
• to reduce the financial burden and social exclusion of people living with HIV and key populations.
The following are the indicative activities that the Consultant will need to undertake:
Literature review
• examine documents, reports, and publications on social protection including Myanmar national social protection strategic plan and HIV and social protection assessment tool and other UN documents
Preparation of guideline/SOP and a minimum package for Social Protection
• meet virtually with people living with HIV and key populations to identify and assess the needs of the communities
• meet with implementing partners, donors and relevant stakeholders to assess the availability and use of resources
Drafting and finalizing
• draft the minimum package for Social Protection that addresses the needs of the communities
• draft the guideline/ SOP for delivering services.
• conduct the workshop in hybrid modality with people living with HIV and key populations to share the draft version and discussion to finalize the package
• finalize the guideline/ SOP and the minimum package of Social Protection for people living with HIV and key populations Deliverables
UNAIDS intends the contract to take effect once counter-signed on 1st October 2022 and to last until no later than 31st December 2022. The period of this consultancy work will be for 3 months.
