Tender description: This tender is for establishing a Long Term Agreement in the fielf of Engineering Consultancy Services in Asia and Pacific Countries.
UNOPS is seeking to establish Long-Term Agreements (LTAs) with multi-disciplinary engineering consultancy firms for the provision of technical and strategic infrastructure support services to cover a range of countries across the region as outlined in the Schedule of Requirements, Terms of Reference attached.
The purpose of these LTA’s is to foster collaborative relationships with private sector firms to provide access to specialist quality knowledge and technical resources that can be easily and rapidly deployed to support UNOPS office’s teams.

Question:Form additional document 1 in matrix 4, could you tell us the explanation for column "disciplines" in matrix 4?Answer:Disciplines in the right column in matrix 4 refers to the disciplines involved in the execution of the past project. Bidders are allowed to put more than 1 disciplines if the project is related with more than 1 disciplines provided in the TOR (Section V page 23).For more details on what disciplines expected on this tender, please refer to the Schedule of Requirements (Section V page 23).2. Question:For the Resume of CVs, are the educational certificate and other required documents (i.e. reference of work, id card, etc.) must be attach in the CV? This is because the required file size in the system is a maximum of 20 MBAnswer:It's not mandatory to submit the documents aside the CV (using requred template). New clarification added: Question:Please guide what is Unit Price in Financial Proposal Form. Is this the Average Daily Rate for Category 1 as per Financial Proposal Performa?Answer:If what you refer to is Sub Clause 1.1 at Schedule 1: Contract Details on Section VI - Returnable Schedules (Financial Envelope), the document is not used and please leave it blank except for Consultant's address for communication and Consultant’s Representative section.If what you refer to is Additional Document 3 - Financial Proposal (Financial Envelope), the guidance on what to fill out is indicated at the top part of said document.Please provide the daily rate of each of the consultants that you offer under the technical proposal. Other details please refer to the guidance.Best Regards

New clarification added: 1. QUESTION:What is the contracting entity of UNOPS for this LTA?ANSWER: The contracting entity is UNOPS2. QUESTION:For the proposed disciplines, do they need to have nationality/ office based location in one of the countries that is listed (14 countries)? As we have global resources, some of our disciplines are working outside these listed countries, but have experience in working in these contries. Can we propose them for this work?ANSWER:We do not require that the resources have nationality / office based on the locations identified, provided that the resources have the relevant experience and skills3. QUESTION:The listed Category 1 - Core Discipline, has 17 positions listed. if the consultant only proposed the CVs for less than 17 positions (but more than 4 positions), is this will be evaluate as fail? or it is impact on the scoring?ANSWER:No, it will not be evaluated as fail. Please refer to the breakdown of the scoring to understand how the proposals will be scored.Best Regards

New clarification added: 1. QUESTION:The details of the future assignments or the country are unknown, and this makes difficult to define completely the future project teams. Once UNOPS shares the detailed opportunities, will LTA holders be allowed to incorporate in the team local firms (or individuals) as well as firms (or individuals) with expertise relevant to the assignment which were initially not identified in the proposal?ANSWER:Yes. The individuals and accompanying CVs listed in the proposals are representative of personnel available to the firm, and should be provided for all sectors, disciplines, and experience levels selected in order to demonstrate capacity and capability in these areas.For future engagements, the actual personnel used to provide services may be different, provided they provide equavalent experience levels comensurate to the sector, discpline, and level of expertise defined. CVs of alternative staff may be provided by the firm or requested by UNOPS for future engagements.2. QUESTION:Will UNOPS value having local presence of the firm in the target countries or having local partners identified for some of them?ANSWER:Please refer to the breakdown of the scoring to understand how the proposals will be scored.3. QUESTION:Kindly confirm if any country is excluded from participating. i.e is the opportunity for bidders around the globeANSWER:No countries are excluded from bidding - provided they meet the minimum reuqirements and have appropriate experience in the target countries listed
