Title of the assignment

Development of a Sustainable Business Model for safely managed sanitation services and Phaseout Strategy for Tarabo and Homna Pourashava

Purpose

GoB-UNICEF WASH Project in Tarabo and Homna Pourashava will phased out on 31 December 2022. The project need support of a competent Institution in developing (i) sustainable business model for safely managed sanitation services and (ii)  a phaseout strategy for Homna and Tarabo Pourashava for smooth closure of the project support after two years services.

Background:

UNICEF Bangladesh is providing technical and financial support for the  implementation  of  “GOB-UNICEF WASH project in Tarabo and Homna Pourashava. . The objective of the project is to strengthen the capacity of the Pourashava for planning, implementation and sustainable management of sanitation system in the two Pourashavas  by following the Sanitation Marketing System (SanMarkS)  and City Wide Inclusive Sanitation (CWIS)  approach. The project aimed to achieve results against the following indicators:

  • Pourashava increased WASH budget from their revenue fund
  • Pourashava engaged Private Agencies [Local Sanitary Enterprises (LSEs) and Micro Finance Institutions (MFIs)] 
  • Enforced regulations of Pourashava Act- 2009
  • Town Level Coordination Committee (TLCC) and other WATSAN committees (central level/ward level) are made functional
  • 80% families are using safely managed sanitation facilities
  • # of LSEs are capacitate to provide services
  • # of MFIs are oriented and ready to provide soft loan

The GoB-UNICEF WASH Project in the two Pourashavas  will be ended on 31 December 2022. In the mid-year review,2022 of WASH Programme, it was documented that the Pourasahvas  have   increased their  WASH budget  significantly. Again the local sanitary entrepreneurs have been developed , TLCCs and other WASH committees activated, capacitated and regularized  which resulted to the increase of  coverage of the improved  sanitation  to 80%.  However, at this stage the project is facing some challenges like establishment of the missing links to ensure the safely managed sanitation, lack of synchronization with the WB/AIIB interventions, lack of proper knowledge among the stakeholders and local service providers about the safely managed sanitation, industrial pollution, and the absence of a sustainable business model. As the project will be ended on 31 December 2022, a phaseout plan and a Business Model are necessary  to keep the achievements  sustained in the Pourshavas after the project has been phased out. 

2. Objectives, Purpose and Expected Results

For smooth phase out of the GoB-UNICEF WASH Project from the two Pourashavas and to sustain the achievements, the project planned to hire a competent Institute to get the following deliverables:

  1. A business model for sustainable management of sanitation services in the two Pourashavas
  2. A phase out plan for Tarabo and Homna Pourashava for smooth exit of the project (i.e. no surprise)

 

3. Description of Assignment:

 

GoB-UNICEF project will phase-out from Tarabo  and Homna Pourashava leaving a phase-out strategy and a Business Model which is self-explanatory, easy, and implementable. The consulting firm /agency will develop it following the participatory approach with full engagement to its users and stakeholders. The assignment will require careful review of the project’s objectives, Pourashavas’ existing practice, strength, weakness, opportunities and learning of the project to develop the Phase-out strategy and Sustainable Business Model for Tarabo and Homna  Pourashava  separately.

  1. Payment Schedule
  • 25% after signing contract
  • 25% after submitting draft business model and phase out strategy
  • 50% (Final payment) after submission of final business model and phase out strategy and acceptance by UNICEF

 

7. Qualification requirement of the company/institution/organization

 

  • Solid experience on City-wide inclusive Sanitation and Sanitation Marketing approach
  • Solid experience and track record in providing technical assistance / formulating business models in Water and Sanitation services for the city/cities
  • Has at least three (3) existing and/or past assignments on designing and implementation of business model development/marketing mechanisms in the WASH sector for the home or abroad.

 

  • Experience working and partnering with various stakeholders such as governments, non-governmental organizations, LGIs, local communities (eg Pourashava areas) and UN agency;

 

  • Familiarity with socio-economic conditions and ability to pay analysis of the Low-Income Communities for WASH services in local municipal areas.

 

  • Experience in conducting risk analysis, impact assessments and business models.

Agency will decide the team however, a gender specialist and an expert for people with disability should be in the team.
