Description
The United Nations Office on Drugs and Crime in Colombia (UNODC COCOL) requests the expression of interest by qualified suppliers to contract consultancy services in order to carry out the collection, consolidation, validation and analysis of the information of the following components described in point 3 below in areas affected by illicit crops in the Republic of Colombia. 2. The intention of UNODC COCOL is to designate one (1) or several providers after the issuance of a request for poposal, subsequent evaluation and the successful company to carry out the process of collecting, consolidating, validating and analyzing the information for the following components in areas affected by illicit crops in the Republic of Colombia. 3. The scope of the requirement aims at three (3) consultancies, which are described below: 3.1. Consultancy 1: Dimension and characterize the dynamics of coca crops and production in the Meta-Guaviare and Orinoquia regions, and the social and economic conditions to understand the persistence and rationale of coca growers. 3.1.1. Determine the productivity of the coca crop, as well as the production of coca leaf and its derivatives on the farm, input variables for estimating the potential for cocaine production. 3.1.2. Characterize the social and economic aspects of agricultural producers with coca in the Meta-Guaviare and Orinoquia regions, as a contribution to the discussion about the rationality of coca growers and the persistence of illicit crops in the territory. 3.1.3. Carry out the statistical treatment of the data generated by its integration, homologation and standardization in an information repository, as well as its documentation, which allows the systematic production of reports for subsequent analysis. 3.2. Consultancy 2: Update and implement the statistical and thematic methodology used to characterize the processes of coca cultivation and its transformation, as well as the set of networks and transactional flows that intervene in the generation of value and in the activation of illicit markets associated with coca/cocaine in the production enclaves Orito Vides and Frontera Putumayo (Putumayo). 3.2.1. Implement and update the methodology for collecting quantitative and qualitative information, representative of the study domain, in the coca production enclaves Orito Vides and Frontera Putumayo (Putumayo). 3.2.2. Characterize the dynamics of the enclaves based on the following analytical categories: (i) market; (ii) geographic; (iii) socioeconomic; (iv) institutional and (v) security 3.2.3. Carry out the statistical treatment of the data generated according to the established methodological criteria. 3.2.4. Generate a document - analysis report of the results of the characterization of the coca production enclaves Orito Vides and Frontera Putumayo (Putumayo) from the information collected, which allows for a disaggregated panorama according to the category of analysis. 3.3. Consultancy 3: Update and implement the statistical and thematic methodology used in the collection of information on the prices and market of illicit drugs that allows the monitoring of prices and market of illicit drugs in areas affected by illicit crops, as well as structuring and consolidation of databases. 3.3.1. Implement and update the methodology used during the first semester of 2022 for the collection of quantitative and qualitative primary information in the field, which allows the registration and monitoring of the prices and market of illicit drugs and the chemical substances necessary for their transformation, according to the type of market and context of the territory. 3.3.2. Characterize the factors that influence the behavior of prices and the dynamics of the illicit drug market, as well as the chemical inputs necessary for their production. 3.3.3. Carry out the statistical treatment of the generated data, according to the methodological guidelines, for the integration, validation and standardization of the data in an information repository, as well as the respective documentation of the databases and the estimates of the designed indicators that allows systematic reporting for subsequent analysis. 3.3.4. Generate a document - price and market results analysis report for the areas and regions analyzed based on the information collected, which allows for a disaggregated overview of the behavior of illicit drug prices in these territories. 4. Suppliers invited to participate in the request for proposals may submit one (1) proposal for any or all of the firms identified above; however, the selected provider or providers must comply with all the deliverables requested for the consultancy offered. 5. The request for proposal document will include complete instructions for the presentation of your proposal, terms of reference (ToRs) and all technical and other documents necessary to fully demonstrate the scope of the requirement and the provision of the services that will be provided. 6. Companies interested in participating in the provision of the aforementioned services must comply with the instructions on page 7 of this document and submit, along with their expression of interest, the following information: a. Company details, including company name and structure, physical address, contact person, phone number, and email address of the company (must be entered on the vendor response form provided). b. UNGM registration number of the company if it is already registered as a UN supplier. In the case of not being registered yet, companies can respond to the EOI, however, in order to be invited to participate in the tender, the company must be registered in the Basic Level with the "UN Secretary" in UNGM. recommends that the company initiate the registration process on the United Nations Global Supplier Portal website (www.ungm.org); identify "UN Secretariat" as a selected agency and preferably register at Tier 1. c. A general summary (maximum 2 pages) on the main commercial activity of your company in the last ten (10) years, where you demonstrate your experience in what is requested in this EOI. Please note that those companies that have previously expressed interest in similar services with the UN must AGAIN send the complete documentation as detailed above. 7.Please keep in mind that this document is not a request to submit proposals. The purpose of this document is to identify companies that would be interested in participating in the tender when it is issued and if they are invited to the formal tender managed by UNODC COCOL. 8. The evaluation of the capacities of the companies and their suitability to carry out the provision of the required service after the presentation of the proposals in response to the formal tender. During the bidding process, companies participating in the process will (probably) be required to demonstrate their compliance with the following (minimum) requirements: a. Certificate of Public Registry of the company; b. Notice of operations issued by the Ministry of Commerce and Industry of the Republic of Colombia (Certificate of Existence and Legal Representation); c. The company must have the experience, suitability and qualified personnel to carry out this consultancy, through: *Experience in studies or projects satisfactorily provided in which probabilistic sampling methodologies have been applied, stratified by land cover and multi-stage, based on the framework of areas, use of geographic tools (Geographic Information Systems -GIS) and/or qualitative methodologies. *Experience in studies or projects satisfactorily executed in which field operations have been designed and executed for the collection of information, through direct survey (more than 250 surveys or instruments for capturing primary information in the field representative of a study domain), interviews, focus groups, field diaries and in general the collection of primary information in the field, both quantitative and qualitative, in areas affected by coca crops, specifically in rural areas. *Experience in studies or projects satisfactorily provided in which harvest tests have been carried out on permanent crops, according to sampling methodologies, in rural areas in areas affected by coca crops in Colombia. *Experience in studies or projects satisfactorily provided in the design and application of methodologies for processing, quality control of the different stages and results, in a way that guarantees the reliability of the information obtained in the surveys or information capture tools. d. The company must be familiarized and assume all expenses and costs related to the consultancy; 9. UNODC COCOL reserves the right to change or cancel the requirement at any time during the EOI and/or application process. Therefore, submitting a response to this Request for Expression of Interest (REOI) does not automatically guarantee that your company will receive the invitation to participate.
