BACKGROUND

The WHO Papua New Guinea Country Office is supporting Papua New Guinea to accelerate progress towards the achievement of universal health coverage, which includes strategic health information and development of communications for health tools.

The National Department of Health (NDoH) website is a critical platform for interested stakeholders and the wider public to access health information and better understand the work of the NDoH. However, the NDoH Information, Communication and Technology (ICT) branch has determined the website could be enhanced to be more impactful. For example, there is currently no health data available which users may want to access.

To determine how the website can be enhanced, particularly as a Communications for Health tool, WHO is supporting a review of the NDoH website. This would include a review of the following: (1) imagery and information content including availability of health data and a document repository, (2) design, look and user interface of the website, (3) content and approval processes, (4) user experience (ex: ease of navigation, success in accessing the right information), and (5) traffic to the website (will require adding an analytics tool to the website during the review). Findings and recommendations would help to determine how the website needs to be enhanced to be an impactful Communications for Health tool and can be sustainably maintained moving forward.

 

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

The purpose of this work is to conduct a review of the public website of the NDoH of Papua New Guinea. The contractor will review the website from a Communications for Health and Information, Communication and Technologies for Development (ICT4D) perspective, and provide recommendations on how to enhance its software and hardware architecture, design fit, features, functionality and content to enable effective communication of the work of the NDoH to relevant audiences. The review will also recommend where and what health data can be added on the website, in addition to IT and governance arrangements on how to maintain, update and evaluate the website regularly.

 

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

Under the guidance of the Technical Officer, Strategic Health Information, the contractor will review the NDoH website with the objectives of enhancing its imagery and information content, design, look and user interface, whilst ensuring the necessary governance/approval processes and hardware/software are in place to sustain recommended changes to the website. The review will be conducted in consultation with a Technical Working Group formed at the NDoH, and will provide recommendations on how to improve the website from a communications for a health and ICT4D perspective.

 

METHODS TO CARRY OUT THE ACTIVITY

  1. Review of the NDoH website from a Communications for Health and ICT4D perspective (see Communicating for health impact)
  2. Liaising with a Technical Working Group established for the review to define the scope of the review and refine the review methodologies and recommendations
  3. Provide recommendations on how the NDoH can be enhanced (structure/design, content, imagery, data, UI/UX), classifying recommendations in three categories: (a) changes that can be made easily requiring minimal extra resources, (2) changes that require some additional resources, (3) substantial changes requiring substantial resources (if applicable and needed)
  4. Provide recommendations for IT and governance arrangements to sustainably maintain, update and evaluate the NDoH website

 

QUALIFICATIONS & EXPERIENCE

Qualifications required

This project requires an individual or organization with proven expertise in user experience, information architecture, strategy development, business analysis, communications strategy and ICT4D evaluations. Organisational development skills are a plus. They must have a solid portfolio and no prior or current business ties with tobacco companies.

Experience required

Essential: Minimum of five years’ experience evaluating user experience, information architecture and strategy development, as well as ICT4D projects

Desired: Experience working on national or international health information or communication projects, experience working with health authorities

Skills/technical skills and knowledge

Essential:

  • • Thorough knowledge and expertise in user expertise, information architecture, research and strategy development
  • • Familiarity with Communications for Health (C4H) principles and approaches
  • • Familiarity with ICT4D evaluation principles, models and approaches
  • • Ability to coordinate with external partners, as well as work harmoniously as a member of a team, adapt to diverse education and cultural background and maintain a high standard of personal conduct

Languages

  • • Fluency in English (reading, writing and speaking)

ADDITIONAL INFORMATION

Place of assignment

The contractual partner will perform offsite, with possibility of travel to Papua New Guinea during the assignment should this be deemed necessary. Communication will be through phone calls, exchange of emails and online meetings. If travel is required, the contractor will be responsible for covering the costs of travel, accommodation and all travel related allowances (to be included within the activity budget).
