New clarification added: Dear Bidder, Please find below our replies to your questions in Bold: Can I please submit financials for 2022 instead of 2021? I will also be submitting 2018 (instead of 2020) and 2019. As per the financial capacity criteria, you need to submitAudited Financial Statements for the past three (3) years inclusive of a cover page indicating a Liquidity / Quick Ratio of one (1) or higher, demonstrating evidence of an annual turnover of at least USD 50,000 for any of the 3 yearsAudited Financial Statements for 2019, 2020 and 2021 (2018 can be accepted in lieu of 2021 if the latter is not available). If Audited Financial Statements are not available, you can present unaudited ones AND evidence of annual turnover of at least USD 50,000 for any of the 3 years. So, 2018 financial statements can be accepted. 2022 are not required as per the criteria, but you can submit them if you wish. New clarification added: Dear Bidder, Please find below our replies to your questions in Bold: My online business bank account goes back to 2021 so I am going to print out my online statements from January 1, 2021 to July 27, 2022. 2020 - I don’t have the statements so I will be submitting 2018. For 2018 & 2019 - I am going to scan my December statement and one other month if I have withdrawn the money and transferred it to my personal bank account. If that is the case then I will add the two months and that will give me the total profits for the entire year. My expenses are automatically deducted from my business bank account. Is that acceptable to you? Please refer to the criteria tab. The financial capacity criteria clearly indicates "... If Audited Financial Statements are not available, you can present unaudited ones AND evidence of annual turnover of at least USD 50,000 for any of the 3 years."What is the formula for the liquidity ratio that you are using? Liquidity Ratio (Quick Ratio) = (Current Assets - Inventory) / Current Liabilities, please provide the details of the calculation as per your balance sheet. Will the ending balance on my December statement be good enough for you? Please refer to the criteria tab. The financial capacity criteria clearly indicates that a "Liquidity / Quick Ratio of one (1) or higher" is required. Best regards,

New clarification added: Dear Bidder, Please find below our replies in Bold:In Section III_ Returnable Bidding Forms RFP_2022_Google tools training (1) (1). -- there is an area where we enter pricing in USD. We do not understand what the question is, please clarify. What is the purpose of ANNEX 3 and ANNEX 4 on Section IV: Contract Form (Long_term_agreement).docx? Are we supposed to provide a schedule of requirements and price list? Do I need to fill out ANNEX 3 and 4? Once the LTA holders have been selected, UNOPS will be signing a contract with them. In the Documents tab, we provide interested bidders with the contract template so that they can review it and ascertain that they will be able to sign it in the event that they are awarded the contract. The type of contract that will be signed is a Long-Term Agreement. That contract comes with Annexes: Annex 3, as indicated in the template provided, will be comprised of the latest version of the Schedule of Requirements as published in this tender ; Annex 4, as indicated in the template provided, will be comprised of the final price list as agreed with the LTA holder. Please note that you are not expected to fill the document Section IV: Contract Form as part of your bid. UNOPS shares it with bidders for information purposes. Best regards,

New clarification added: Dear Bidder, Please find below our replies to your questions in Bold:1. How many people do you estimate will be participating in each Lot? The number of participants for each lot is indicated in the Schedule of Requirements, section C.2) Requirements and Specifications for each LOT / Number of participants.2. How many people will the Learning needs assessment reach? As indicated in the Schedule of Requirements, section C.1) Requirements and Specifications for all LOTs / Activities, Deliverables, and Timelines / A. Learning needs assessment, the LTA holder is expected to "Deliver a survey with questions for intended participants". The intended participants refer to the number of participants for each lot (please refer to our previous response).3. Based on our experience, the courses last longer than 3 or 4 hours. We are interested in understanding the process that you are considering for the deployment of the entire course to the same group of a batch? It can be approached as modules depending on the lots and the needs. For example For google big query, we could have 2 workshops for beginners each 3 hours long. For data studio the same could be considered. For google sheets and regular workspace training, we do not see why a session would be longer than 3 hours, as these sessions would be more thematic and UNOPS would like to have the opportunity to mix and combine according to the group needs (UNOPS would also likely complement these sessions with others, such as Q&A for example)In the price submission though it would be important that bidders provide costs as requested in the Forms per type of workshop. For example, if we decide to plan 2 modules of 3 hours each for Google Query, we would use the unit price provided for "C1) Online Workshop delivery (price per workshop) - 3 hours duration" as the price per module. Again, please note that we do not know at this stage if there will be several modules or not, as the final package will be discussed once we have the results of the needs assessment. 4. Can the same study group participate in several courses (from lot 1 to 4)? Possibly5. How many people do you estimate will participate in the Post-Workshop debrief? Only the team who ordered the training session and the LTA contract manager on UNOPS side would participate. The post-workshop debrief is an opportunity for the UNOPS team that manages these trainings to better understand the needs of the participants and better tailor future workshops. It is not intended to be attended by the training participants. Best regards,

New clarification added: Dear Bidder,Please find below our replies to your questions in Bold.In “Form B: Proposal Submission Form” what do I enter for each item highlighted in blue:[Country/ City] – do I enter the country I currently reside in and where the business is located? This section refers to the information of the Bidder. If the Bidder is a company, then it is the Country / City where the Bidder is incorporated. [Insert the number and issuing date of each amendment] – where do I locate this information? What amendment are you referring to? New clarification added: Dear Bidders,Please find below our replies to your questions in Bold:In the document labeled Section II. Schedule of Requirements/Terms of Reference it states “develop the materials and deliver the training / online assessments in English and it also states “the Video recording of the delivered sessions will later be made available in UNOPS learning center” – in that case is this just a one time training session you want developed and conducted for each course? Correct me if I am wrong but my understanding is that once the course is recorded and placed on the UNOPS learning center then there will be no other learning sessions on the same course. Therefore the frequency is one time and not on an ongoing basis for the same course. Is that correct? No, this is not correct. The frequency is as specified in the Schedule of Requirements. The focus of these training sessions is on the interaction between the trainees and the facilitator, and the possibility for them to ask specific questions related to their work, ...etc. Based on the questions received and on the feedback on the sessions, other sessions focusing on particular aspects might be organized. We envision these training sessions to grow in maturity as the organization grows in maturity in the use of these tools. Can you please extend the clarificaion deadline to Friday 12am Eastern Daylight Time (EDT). The deadline has been extended. What is the expected Starting Date for the Agreement? September 2022Can we schedule the sessions based on our availability? In general, the sessions will be scheduled through mutual agreement between the supplier and UNOPS. In case UNOPS has a hard requirement for specific dates, and if the main LTA holder is not available at the dates proposed by UNOPS, UNOPS reserves the right to issue an order for the back-up LTA holder. Is the training plan going to be set up on yearly basis or for the three years? UNOPS will issue requests for training sessions to the main LTA holder based on the timelines described in the Schedule of Requirements / C.1) Requirements and Specifications for all LOTs / Activities, Deliverables, and Timelines. That being said, UNOPS may share with the LTA holders an estimative training plan annually, that should not be considered as a commitment in any way. Best regards,

For that reason we will present bank statements, contrats for three years, invoices and letters of references. We require 2 different references. 3. Our company have delivered training in different IT domains to more than 3000 participants using Google tools such as Google Classroom, Slides, Google meet and our LMS. it is valid to participate or is exclusively for the Google domains indicated in this opportunity? New clarification added: Dear Bidder, Please find our replies to your questions in Bold below:We have recently formed a new company which is supported by an existing supplier to UNOPS and major Google Premier Education partners in Beligium, in the UK and in Finland. We would like to bid for the Google Workspace contract through Delling Cloud but as it has no published accounts, customer references could we use accounts and references from the consortium companies or should we bid through the UNOPS existing supplier? You may bid as a Joint Venture with the UNOPS existing supplier as the lead. As mentioned in the tab Particulars / field Evaluation method details, "in case of Joint Venture, all joint venture members combined must meet the criteria & each joint venture partner must meet the eligibility criteria", this means that each of the members of the JV must be eligible (this requires UNGM registration) and that you meet the criteria all combined (the total of all your financial statements or all of your experiences would be taken into account when evaluating your bid as a JV). I have referred to the guide regarding the financials envelope tab. I think there is a technical error. The financials screen is blank, there is not the screen as shown in the guidance, I have tested in several browsers and still the same issue. Please note that this tender does not require Bidders to fill the Financial offer details tab, but to submit their Form C: Financial Proposal Form in the Checklist tab. If you are still experiencing technical issues: Please contact the UNOPS Helpdesk at: esourcing@unops.org. Please provide your UNGM user name, your UNGM Registration Number and the tender reference (e.g. RFP/2016/296).Best regards, Manel

New clarification added: Dear Bidders, Please find below our replies to your questions in Bold: We are one of the Nordics leadning Google Partners and we have an active paid TAS subsription. Despite this, this procurement did not reach us via TAS. We did not become awere of the tender until Monday 4 July when UNOPS sent us an email. We are very hesitant about whether the TAS service works as it should, and would like to ask you to extend the time for submission, so that we will have an opportunity to submit a qualified tender. Please note that the Tender Alert Service is managed by the UNGM platform, an entity separate from UNOPS. As advised by email, if you have issues with the UNGM TAS, you need to contact the UNGM helpdesk team (see on the UNGM website for more details). Also, please note that the tender deadline has been postponed by a week. Can you please advise if there will be a clarification or pre-proposal meeting related to this RFP? As you can see in the tab Particulars, there is no pre-bid meeting planned. In Form B you write: We have examined and have no reservations to the Bidding documents, including amendments No.: [Insert the number and issuing date of each amendment]; The amendment doesn't seem to have a number? Do we just write out the amendment and the date? It is for the bidder to complete this section depending on whether the tender gets amended or not, you write the amendment number and date of the amendment, if the tender gets amended. Currently, this tender has one amendment numbered Rev1, dated to June 28th. I assume it is just the amendment written below the revisions page Financial offer details tab - there seems no option to upload anything here? Where do we upload Form E? There is nowhere to upload anything on the finance tab, it just says 'financial offer details' and a blank page, there seems to be no upload button etc 'Document name. Please refer to the eSourcing guide available in the Documents tab on how to submit your offer in the system and which sections to fill. I have added links to the documents in form D, do I also need to change them from a Google format and upload here? Please upload them to the eSourcing platform. For more guidance on how to do it, please refer to the eSourcing guide available in the Documents tab.Best regards,

What are your requirements? UNOPS has personnel all over the world, and the offered training will need to be accommodated to different time zones for each of our regions, to give an example - Africa, Europe - either morning or afternoon CEST time. - Americas - a good time to start a training session for our offices in the Americas would be late in the afternoon CEST time, such as 16:00 pm- Asia - a good time to start a training session for our offices in Asia would be early in the morning CEST time, such as 9:00 amCompanies can split the 4 and 3-hour sessions into two blocks over two different days when needed. They are not in as standard for those that don't need fully audited accountsI understand the accounts submitted no longer need to be audited and just as they are, my accountant has advised these don't contain the ratio but do show turnover of over 50,000. For the document request for two references, I am not sure I can upload contracts and private information or PO's etc. Is it OK to just submit a reference from them on the work completed? If you are referring to the criteria "2.3 References - Offerors should submit at least 2 client references (including contracts / purchase orders, and client letters confirming the successful completion of the services) for similar services during the last 2 years", please note that you can submit client reference letters confirming the successful completion of the services as per the criteria. Please note that as per the criteria, you need to submit at least 2 (different) references in the past 2 years. These client reference letter must describe the services (scope of the training, format online or onsite, number of participants, duration of the training, ...) , the date of delivery, ...etc. They must also include the client contact information as they will contacted as part of UNOPS standard background checks.
