Digital Health Consultant
BACKGROUND
The Global Strategy on Digital Health 2020-2025, endorsed during the Seventy-third World Health Assembly, details the strategic objectives and framework to advance digital health for strengthening health systems and improving health for all. To guide its implementation in the WPR, a regional digital health implementation plan is needed to define the WPR digital health vision and layout a concrete roadmap to achieve the vision. This is critical to ensure digital health activities across the region are striving towards a unified goal, adhere to a standard set of principles and are creating measurable health impact in Member States.
A need for digital health strategic guidance has also emerged across multiple Member States in the region, as the demand and use of digital health interventions grew exponentially in recent years. During the COVID-19 pandemic, in particularly, digital health solutions have been deployed for contact tracing, managing healthcare resources and disseminating credible health information. As such Member States are requesting technical support to develop or revise national digital health strategic plans such that they can meet digital health needs for the future.
To continue to support the Member States’ requests on digital health, we are looking for a digital health consultant to work with WHO regional office, country office to match the emerging needs.
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
Under the guidance of the Coordinator, Health Intelligence and Information (HII) and Director, Data, Strategy and Innovation (DSI), the incumbent shall contribute to the implementation of digital health activities such as 1) preparation and drafting of a digital health action plan for the Western Pacific Region (WPR), 2) development and evaluation of national digital health strategies and action plan.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
The consultant will perform the following activities:
- • Technical support to develop the Western Pacific Region Digital Health Strategy and Action Plan
- • Technical support to develop and evaluate of national digital health strategies and action plans for Member States.
METHODS TO CARRY OUT THE ACTIVITY
This contract will be a mixture of on-site and off-site consultancy. The consultant may work remotely from his/her location during the period. The consultant will be required to travel to country including Cambodia and other countries (subject to confirmation) for supporting the development of national digital health strategy and action plans.
The consultant will work as a member of the Health Information and Intelligence (HII) Unit of DSI group under the supervision of the team lead of HII and the overall guidance from the Director, DSI. The consultant is expected to attend weekly team meeting and other related meetings that will take place during Manila working hours.
The consultant will be required to submit monthly reports on the progress in achieving outputs and deliverables.
Output(s)
Output 1 – Support the development of digital health action plan for the Western Pacific Region.
- Output 1.1: Conduct landscape analysis and other background research to inform WPR digital health strategy and action plan
- Output 1.2: Support the development of digital health coordination mechanism in the region
- Output 1.3: Draft WPR digital health action plan
QUALIFICATIONS & EXPERIENCE
EDUCATION
Essential: University degree in digital health, health policy, public health or related field from a recognized university.
Desirable: Master’s degree or higher in the above areas.
EXPERIENCE
Essential: Minimum of 7 years of experience in digital health, health strategic planning or a related area. Demonstrated experience developing high-level strategic documents for international agencies and for governments in low- and middle-income countries
Desirable: Experience working with international organizations, including WHO and other UN agencies. Experience working in the Western Pacific region.
TECHNICAL SKILLS AND KNOWLEDGE
- • Excellent communication, coordination and project management skills
- • Excellent knowledge and skills in digital health, health strategy planning and report writing
- • Persistence in follow up, tact and diplomacy to work with international personnel
- • Ability to establish harmonious working relationships as part of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct
LANGUAGE
- • Fluent in written and spoken English is essential.
- • Working knowledge of other UN languages is an advantage.
