New clarification added: Clarification 8.Question 1. In Clarification 7 Question 1, we asked about how to respond to the DRiVE questionnaire in cases where a question doesn’t apply to us. We wanted to add that we can’t put “not applicable” or any further explanations into the form because all answers are in a drop-down format, with the only accurate options available to us being very brief negatives such as “No policy in place.”Answer 1. If this is the case, then just include "No policy in place". An explanation can be added in the Proposal Document if needed.Question 2. In the Clarification 7 Question 3, “For the data outputs mentioned in Form D 2.4, we will perform a cross-tabulation analysis as part of our reporting an analysis process. We do not have tools that will allow UNOPS to preform the cross-tabulation themselves, which is what the wording of this section seems to be implying. We would appreciate clarification if this is a requirement,” the section being addressed is actually 2.3 (“As for data output (what is their system’s ability to do combination analysis with more than two series of data, how user friendly are their tools to use etc.”Answer 2. In line with the clarification on point 2.4. It is expected that the provider will complete cross tabulation with information provided by UNOPS. In 2.3 it is to demonstrate that tools are 1. User friendly for those to compelte the surveys, 2. Can provide output data which aligns to UNOPS context for partners and offices.

New clarification added: Clarification 8.Question 1. What are the requirements for the audited financial statement documents?Answer 1. Please, see Amendment 3.Question 2. Does this project have a maximum budget?Answer 2. UNOPS cannot disclose this information.Question 3. Form D contains a certain format for key personnel resumes. Do we need to fill this out only for the project lead who will be doing the majority of the work, or for all team members who will be contributing to the project in some way?Answer 3. Form D needs to be filled out for all the team members who will be working for UNOPS Partner Survey.Question 4. We noticed that the survey questionnaire collects Personally Identifiable Information (PII) such as name, organization, and location. What practices does the UNOPS take into account when collecting and reporting this data? For example, for the anonymized report, our usual practices would be to mask results from any segment (e.g. region, country) where there were less than 10 respondents.Answer 4. The main dataset is limited only to the core team in UNOPS who manage the partner survey process (3 people). In results dashboards shared in the organisation, UNOPS has only made available has only reported on the partner and country with no further identifiable data. During the analysis process, qalitative text responses are reviewed anonymised to ensure no specific person or office references.Question 5. In the RFP Section II: Schedule of Requirements, page 6 under the heading “8. Service Provider’s Input” it says:· Set-up of an online, user-friendly system:o Results must be set up according to UNOPS partner and regional structure by country, organization, or partner type, as well as any other criteria defined/included in the survey (e.g., existing or prospect partner, role of respondent, service line used.What exactly are we setting up? Is this requirement about the online survey structure, the report analysis, or an online display of the survey results?Answer 5. The expectation is that analysis and reporting is completed in line with UNOPS context and data is structured in line with UNOPS region and office strucutre and partner categorisation.Question 6. In the RFP Section III, returnable bidding forms, in Section 4 of Form D, there is a table for the evaluation of Oral Presentations. Is this section for explaining our approach to the optional service of presenting survey results and recommendations to UNOPS senior leadership? Or is it supposed to be for the Oral Presentation in the next stage of the proposal submission process, in which case how are we supposed to respond to this given that the presentation has not yet taken place? (Perhaps we are supposed to say what our response to the Oral presentation will be like should we be selected?)Answer 6. This Section is going to be evaluated after the Oral Presentation takes place and is only applicable for those offerors which meet the threshold of 38/60 in Phase 1 of the Technical Proposal, according to Section 4: Oral Presentation of Form D: Technical Proposal Form.

New amendment added #4: Amendment 3.1. The following requirement replaces Qualification Criteria 1. Financial Capability of Section "Criteria" of e-sourcing: The offeror must demonstrate its ability to meet its long-term debts and financial obligations by presenting positive solvency (sum of a company’s assets minus liabilities) as per the last available balance sheet. If the financial statements for 2022 are not available yet, the oldest balance sheet accepted for this criterion will be from the annual finacial statement for year 2021.

New clarification added: Clarification 7Question 1. For the DRiVE Supplier Sustainability Questionnaire, some of the subjects do not apply to us as we are a remote company, do not work with hazardous materials, and do not manufacture physical products and so do not monitor manufacturing quality. How should we best respond to these questions?Answer 1. If any of the Drive Supplier Sustainability Questionnaire are not applicable, the bidder should just state that is not applicable and explain the reason why.Question 2. Is it a requirement for us to be registered as a UN Global Compact Participant, and if so is it acceptable for our registration to be underway at the time of submission?Answer 2. Form D: Proposal Submission Form states requires that bidders sign a declaration that includes the following: "h. We embrace the principles of the United Nations Supplier Code of Conduct and adhere to the principles of the United Nations Global Compact;".UNOPS Procurement Manual also states in clause 15.1 "The United Nations Global Compact that "UNOPS expects its suppliers to support the United Nations Global Compact and its principles. The UN Global Compact is a voluntary international corporate citizenship network launched to support both the private sector and other social actors’ participation in the advancement of responsible corporate citizenship and universal social and environmental principles to meet the challenges of globalization. The UN Global Compact requests that companies embrace, support and enact, within their sphere of influence, a set of core values in the areas of human rights, labour standards, the environment and anti-corruption, known as the 10 principles of the UN Global Compact (...) The UN strongly encourages all suppliers to actively participate in the Global Compact. To that end, the UN Supplier Code of Conduct has been developed with recognition of the importance of the ten principles of the UN Global Compact, and is viewed as an important means of integrating the Compact’s principles into the operations of the UN".Question 3. For the data outputs mentioned in Form D 2.4, we will perform a cross-tabulation analysis as part of our reporting an analysis process. We do not have tools that will allow UNOPS to preform the cross-tabulation themselves, which is what the wording of this section seems to be implying. We would appreciate clarification if this is a requirement.Answer 3. UNOPS will provide information as part of the list of contacts with mappings to relating to their categorisation as a partner and their relation to a particular UNOPS office.It is exected that the survey provider will integrate this information in the survey results.

May I ask please in terms of sample, how much sample did you provide to achieve the 1288 completes in 2021?Shall we assume a similar number in 2022?Answer 1. In 2021, the survey was sent to approximately 4000 participants. Yes, it is assumes to be a similar number.

New clarification added: Clarification 4.Question 1. Thank you for updating Form D: Technical Proposal Form, can I please request it in a MS word version rather than just the PDF version as we have already started to work on the initial word document and this will enable us to transfer the content we have created. Answer 1. A doc document version of Section III. Returnable Bidding Forms which includes the Form D: Technical Proposal Form has been included now in "Documents" Section.

New clarification added: Clarification 3.Question 1. Which form is the final version for submission? We see in the documents 2 files: RFP 2020_14732 Section III_ Returnable Bidding Forms and RFP 2022_42002 _Section_III_Returnable Bidding Forms.Answer 1. There is only one (1) version in the e-sourcing system now available to bidders and it is the following: RFP 2022_42002 _Section_III_Returnable Bidding Forms one in pdf format and one in doc format. This is the final version.

New clarification added: Clarification 2.Question 1. Does the system need to be kept active after the reporting?Answer 1. No, the expectation is to close the survey at the end of the reporting period.Question 2. Does the visuals need to be part of a report or do there also need to be live dashboards?Answer 2. It is expected visuals would be included is a final package of presentations / reports.Question 3. Is it expected that the consultants will manage and configure the system or does UNOPS needs to be able to do so? Answer 3. It is expected the survey system will be set up and managed by the survey provider.Question 4. What is the parameter for proposal evaluation (how much weightage for technical and financial proposal)?Answer 4. As stated in Section "Particulars" of the e-sourcing, the "Weightage of technical and financial proposals" is "70% (Technical): 30% (Financial)".Question 5. Does UNOPS have an indicative budget ceiling?Answer 5. UNOPS cannot disclose this information.

Section 4: Oral Presentation (we assume it is for shortlisted agencies who attend a pitch).Answer 1. Yes, this is correct. There is no need to fill out Section 4: Oral Presentation of Form D: Technical Proposal Form as it will be evaluated during the Oral Presentation. "All offerors which meet the threshold of 38/60 in Phase 1 of the Technical Proposal will be required to make an oral presentation".Question 2. Does this section have zero points? 3.6 Assessment of the implementation plan proposed including whether the activities are properly sequenced and if these are logical and realistic.Answer 2. Please, see Amendment 1.Question 3. The numbering system in Doc Section III seems non-sequential. Is it correct? Do we paste our responses into this Doc as the main proposal?Answer 3. Please, see Amendment 1. Bidders can paste they responses in Form D. Technical Proposal Form as their main proposal and also submit a document as Proposal if considered appropiate.
