Bulk messaging API Platform Provider for WFP Communication Solutions

A. Background
1. The United Nations World Food Programme hereinafter referred to as the “WFP”, with its Headquarters located in Via C.G. Viola, 68/70, 00148 Rome, Italy is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience by assisting almost 100 million people in around 83 countries each year. About 17,000 people work for the organization, most of them in remote areas, directly serving the hungry poor.
2. The WFP Technology Division seeks to purchase bulk messaging API platform provider/aggregator services for corporate Communication Solutions.
3. The overall role of an aggregator/service provider is to enable WFP’s communication management solution to deliver/receive messages to/from the respective local mobile network operators in the countries of WFP operations through the aggregator’s platform.
The specific objectives are to (1) Provide an USSD/SMS and/or Programmable Voice Gateway Service (“Service”) to WFP for the purpose of supporting communication and outreach activities. (2) Integrate the WFP’s communication management platform with local mobile network operators, (3) provide incoming and outgoing message/programmable voice services to all users of all mobile networks in countries of WFP Operations, (4) process billing of the traffic from local mobile network operators and share the final cost to WFP; (5) provide the necessary technical maintenance and support.
4. WFP invites eligible suppliers to express their interest in providing the requested services.
B. The purpose of this EOI
5. The purpose of this request for EOI is to identify suppliers with verified technical and financial capacity to deliver the service. Eligible suppliers will be invited to participate in the bidding process for the proposed tender.
6. Eligibility to participate in the proposed tender will be determined on the basis of technical capacity, reliability and proven record of experience to meet the demands as well as competitive value-for-money offer.
7. After the deadline for submission of responses has passed, WFP will evaluate responses received and will notify eligible participants of the outcome of the evaluation.
C. Response
To participate in the pre-selection exercise, suppliers are required to provide the following:
• Confirmation of interest in being considered for the delivery of the above services;
• Filled in questionnaire as per the attached template;
• Company description and summary of experience in the required business (max 1 page);
• Please do not provide any financial information.

This request for EOI does not constitute a solicitation. Upon receipt of a positive response, WFP may proceed with the next steps to engage a vendor.
