Description

The Office of the United Nations High Commissioner for Refugees (UNHCR), Damascus, invites qualified service-providers to make a firm offer for the establishment of Frame Agreements for the provision of Travel Management Services for the UNHCR Operation in Syria.

The Terms of Reference (TOR) are detailed in Annex A of this document.

UNHCR may award a non-exclusive Frame Agreement(s) with the initial duration of twenty-four (24) months, potentially extendable for a further period of up to twelve (12) months.


UNHCR shall award multiple Frame Agreements to qualified service-providers which provided the most responsive offers. The Frame Agreement shall be applied with a “Secondary Bidding” arrangement. When an actual requirement arises UNHCR shall request a quotation from all service-providers awarded with a Frame Agreement. The contract/Purchase Order shall then be awarded to the service-provider which offer provided the best value for money against the UNHCR requirement.

The estimated annual requirement of UNHCR is listed in Annex C.

It is strongly recommended that this Request for Proposal and its annexes be read thoroughly. Failure to observe the procedures laid out therein may result in disqualification from the evaluation process.
