The United Nations Global Service Centre (UNGSC) in Brindisi intends to establish a Long-term Contract for the development and delivery of “UN Transport Management Certification Programme” (the Training Programme) for United Nations (UN) staff. The resulting Contract will be established for an initial period of three (3) years, with the UN’s sole option to extend it for two (2) additional one-year periods each (3+1+1 years), for a maximum of five (5) years, subject to UN’s operational requirements and Contractor’s satisfactory performance. This Training Programme, inclusive of self-study learning and tutor-led training, shall be delivered in the English language at various UN locations and on-line through webinars on an “as required basis”. BACKGROUND The complexity of United Nations (UN) peacekeeping missions continuously grows and there is a need to take on an increasing number of different projects requiring transport management expertise. In order to respond effectively and efficiently to UN increasing transport management challenges, the UNGSC developed and implemented in the past fifteen years a Transport Management Training Programme addressed to UN Transport Supervisor and Managers. The UN staff that successfully completed the above-indicated Training Programme achieved a Certificate of Training Achievement worldwide accredited by a professional Organization in Supply Chain and Transport Management. The UNGSC intends to continue offering this consolidated professional and accredited Training Certification Programme to UN staff. Through the Training Programme, current and future UN middle and senior level transport managers will enhance their professional knowledge and skills and will improve the level of service performance and cost-effectiveness of UN transport management operations. PROGRAMME LEARNING OBJECTIVES Upon successful completion of the “Certification Programme” training participants are expected to: • Have acquired a diverse range of skills and competencies in: Transport Operations Management, Financial Planning, Safety and Environmental Sustainability compliance in Transport Operations, Transport Operational Planning, Vehicles Fleet Management, Automotive Assets and Parts Management, Outsourcing and Contract Management, Leadership and Accountability, Decision Making. • Better manage a broad range of transport management functions including, but not limited to, such diverse activities as managing United Nations fleet operations, planning UN acquisition and managing of transport assets and spare parts, supervising a safe, productive and efficient vehicle repair and maintenance workshop, drafting accurate, comprehensive and clear transport-related Statement of Requirements and perform transport-related tender evaluation and contract management activities. PROGRAMME STRUCTURE AND TRAINING CONTENT The structure of the “UN Transport Management Certification Programme” consists of the following components, listed in chronological order of service provision: a) Distance Modular Training, consisting of self-study, written Module assignments and online tutor-led live webinars for each of the five Programme Modules (this part will last indicatively 6/7 months); b) Training Workshop, to be conducted either through tutor-led live webinars or on-site in class, as requested by UNGSC (this part will last 5 or 6 days depending on in-class or webinar modality); c) Programme Certification, awarded to trainees who have successfully completed the Modules assignment and the Certification test. It is estimated that in the period of the full term of the maximum five-year Contract, a total of twenty (20) sessions may be delivered. MANDATORY REQUIREMENTS FOR THE PROPOSING COMPANIES Proposing Companies must be one of the following options: a) OPTION 1: be one of the following professional Organizations: • American Public Works Association (APWA); • Chartered Institution of Highways & Transportation (CIHT); • City & Guilds; • European Logistics Association (ELA); • Institute for Supply Management (ISM); • Institute of Supply Chain Management (IoSCM); • Institute of the Motor Industry (IMI); • Institute of Transport Administration (IoTA); • Fleet Management Association (NAFA); • Supply Chain Canada; • The Association for Operations Management (APICS/ASCM); • The Chartered Institute of Logistics and Transport (CILT); • The Council of Supply Chain Management Professionals (CSCMP); • The International Purchasing and Supply Chain Management Institute (PSCMI). b) OPTION 2: be one of the Organizations or commercial Companies that are qualified and officially recognized to deliver professional Qualification training courses accredited by one or more of the above listed professional Organizations. The above mentioned Organizations and commercial Companies (option 2) may be either “Members of” or “Accredited” or “Registered” or “Certified”, or “affiliated with” (in any form) one or more of the professional Organizations (option 1) listed above. The Proposing Company must guarantee availability to award to UN successful trainees the UN Transport Management Certification accredited by one of the worldwide professional Organizations indicated above. The Proposing Company must have professional experience of at least five (5) years in facilitating in English training on one or more of the following topic areas: Transport Management, Vehicle Fleet Management, Vehicle Workshop Management, Vehicle Parts Management, Supply Chain Management and related fields. GENERAL NOTES The full technical specifications and administrative instructions will be provided with a solicitation document to be issued at a later stage after the closing date for this EOI. This REOI does not constitute a solicitation. The UNGSC reserves the right to change or cancel the requirements at any time during the REOI and solicitation process. Thus, submitting a reply to this REOI does not automatically guarantee that your company will be considered for receipt of the solicitation documents when issued. This REOI is a recirculation of EOIUNGSC19315. Companies that have already submitted an Expression of Interest in response to the afore-mentioned REOI will be given due consideration and are not required to re-submit their Expression of Interest.
