1. United Nations Procurement Division (UNPD) seeks Expressions of Interest (EOI) from suitably-qualified consultants with required expertise and experience for Energy Procurement Consultant Services at United Nations Headquarters in New York located in Midtown East on 42nd street and 1st Avenue. 2.The scope of services that will include the Consultant shall furnish all labor, supervision, equipment, materials, tools, transportation, and other consumables necessary to provide electricity procurement consulting services at United Nations Headquarters premises located in New York City. The consultant will submit all reports and deliver presentations in English. 1. Create a Report - Within 7 weeks following the signature of the Consultancy Agreement. The report will include the following elements: a.The Consultant should provide an analysis, best practices and proposals on the further development and implementation of its recommendations for the UN Secretariat’s renewable energy sourcing strategy, in the format of a report, including: •Information on the advantages and disadvantages of using ITB, RFP, Reverse Auction methodologies for the acquisition of energy supply requirements, •Lessons learned from previous solicitations and proposed improvements for future solicitations •Templates and recommendations for more efficient solicitation process •Identification of suitable types of renewable energy supply requirements to be solicited through the tender/auction process •Relevant best practices for comparable international/public procurement energy services sourcing, •Eligibility and recommendations for participation in of special incentive programs to purchase electricity supply at reduced cost. •A final presentation to stakeholders in the UN, •A comprehensive final report on the above-mentioned areas. This report should recommend a preferred acquisition approach and strategy for a period of at least 5 years, irrespective of the recommended term for individual electricity supply contracts.
