Scope of work - Summary
Background
The ICC is in the process of transition from accounting and financial reporting under United Nations System Accounting Standards (UNSAS) to International Public Sector Accounting Standards (IPSAS) framework. This will necessitate changes to existing SAP system.
ICC currently uses SAP ECC 6.0 and is in process of installing the highest SAP enhancement package (EHP5) available. Two company codes are active, one for ICC and one for Trust Fund for Victims.
The ICC conducted analysis of current business processes and identified areas where changes are required as a result of IPSAS implementation. Business process modelling documents (BPML) were produced integrating requirements arising from Financial Regulations and Rules and accounting policies, detailing revised posting schemes, proposed work procedures revision and translation into technical requirements supported by configuration workbook. BPML are organised in three areas: procure to pay, acquire to retire and record to report.
Objective
The objective of the work is to enable organisation to maintain IPSAS compliant accounting and financial records and produce IPSAS compliant financial statements in a timely manner. At the same time budgetary practices should remain aligned to ICC’s Financial Regulations and Rules.
ICC will continue to use modified cash basis of accounting for budget formulation and execution (in the FM). Full accrual basis of accounting will be implemented for financial statements preparation (in the FI/CO).
The changed system is expected to go live on 1st January 2013.
Scope of work
- Preparation and Build Phase
Understand the existing BPMLs, set up and configure the SAP system based on the proposed design changes under IPSAS. This includes:
- Configuration of Asset Accounting module (including migration of historic data);
- Changes to Material Management module (implementation of valuated goods receipts and service entry sheets);
- Set up integration with FI/CO and FM;
- Develop reports based on requirements.

Qualifications
The proposer must have a minimum of five years of experience in implementing the SAP R/3 application software in general and three years in implementing asset accounting, material management, funds management and FI/CO in particular. Furthermore, previous work on implementations of IPSAS compliant SAP systems will serve as an advantage.
Expected time period for contract
The period of any contract resulting from this RFP is scheduled to begin on or about 15th June 2012 and to continue through 30th April 2013.
