New clarification added: Dear Sir/Madam,For the alternative/equivalent models in items 1.4 and 1.6 and 1.7:- Is there a possibility of +/- 10% tolerance in weight and dimensions, compared to the original brand required specifications?Response:Kindly note that the alternative brand/model should have the same technical functionality as the model mentioned in the technical specification. Non technical features can differ from the model mentioned in the tender document

New clarification added: Good morning,Please can we offer a road marking crayon in place of the line marking paint? The reason we ask is due to the hazardous nature of the line marking paint as it is aerosol based. We are unable to transport this speicifc UN number into Libya. It has the same prupose and outcome for use.Please advise?ResponseRoad marking Crayon is not suitable for the intended purpose; the marking system is for use in an area of explosive risk and physical interaction with the ground when marking is not conducive to safety.

I look forward to hear from you.Response:Yes, when the requirements include "Or Alternative" as an option then an equivalent alternative of a different model can be proposed, as long as minimum requirements are met. This will be verified through reviewing the technical specifications of the proposed alternative. Evaluation will be undertaken as specified under the Criteria tab.

Technical specifications for Goods and Comparative Data Table of ITB_Section_II_Schedule of Requirements_Amendment1 are revised. Revised text is included in red font.Item description for the same items mentioned above for both Lot1 and Lot2 under Form C of ITB_Section_III_Returnable Bidding Forms_Amendment1 is updated.UNOPS minimum technical requirements for the same items mentioned above for the Technical specifications for Goods – Comparative Data Table under Form D of ITB_Section_III_Returnable Bidding Forms_Amendment1 are revised. New clarification added: For Item 1.1 backpack:- Can you please confirm that the main compartment has to be approximately 120Lt?As per the minimum requirements in include in the Schedule of Requirements, the main compartment shall be 800x500x300mm minimum, taking in consideration that the backpack will carry all the other items as specified in the Schedule of Requirement.- what color should the backpack be? No specific color has been included in the minimum requirements. As such, any suitable color for use by Police Units. All offered backpacks however should be of the same type and color.

New clarification added: Dear Sir/Mme,We fully understand it is important to procure the same exact items because the training was provided for a specific brand of equipment and for standardization purposes to ensure parity across DP units, carrying the same exact equipment and following the same SOPs.However, by requesting very specific models UN is:- Reducing the range of competition.- Taking the risk of receiving models from old stock for some discontinued products.- Taking the risk of buying old items for a higher price than other more efficient models from different brands. Please refer to amendment2 updating certain requirements, to be issued soon. However, certain brands/models for certain equipment will still be required for reasons that are explained above and in the Particular section of the ITB.

Can you confirm we can offer these brands and models only or if it is open to any brand and model that meet the description?Where certain brand/model is specified the same model/brand is required for reasons that are explained above and in the Particular section of the ITB. New clarification added: Dear Sir/Mme,1-The Garmin eTrex 10 handheld GPS is the basic unit and does not have maps preloaded nor has the possibility to add Maps via Sd Card.Would you like Garmin units that allow for Maps? Again please note that the coverage for Libya is not available directly from Garmin.The requirement of this ITB is for GPS Garmin eTrex 10, as per the Schedule of Requirements2- Canon PowerShot 1100 has been out of production for over ten years. Would you accept an equivalent newer model from Canon?Please refer to amendment2 updating certain requirements, to be issued soon

New clarification added: Without taking into consideration that binoculars come in different makes and brands, and that all do the same thing and work basically the same way as other binoculars, though there can be better quality brands vs lower quaility brands, indicates that this is not really an open tender because it is "brand" specific instead of item-specific. Please refer to amendment2 updating certain requirements, to be issued soon

New clarification added: Dear Sir/Mme,1- We are facing difficulties finding/offering the requested brand Inzhen DZS-1 under-vehicle Search Mirror. Is it acceptable to offer a very identical model from another brand?Please refer to ITB_Section_II_Schedule of Requirements_Amendment1 which was issued as part of amendment Rev1 on 25 January 2021, where the requirements for Inzhen DZS-1 specific model was removed.2- Is it acceptable to offer a 500/600 ml Line Marking paint, aerosol spray can instead of the 750 ml requested and increase the quantity to provide the requested volume?The requirement as per ITB_Section_II_Schedule of Requirements_Amendment1 is 2 x Cans of 750ml aerosol spray per kit. This can not be replaced by a different quantity of different volume.

New clarification added: To be frank, to request specific brands for certain items does not make this an open tender. For example, the binoculars requested, i.e. the Olympus 118760 Trooper 10x50 DPS 1, are not a high-tech item that requires extensive training, not at all. There are standard easy-to-use, user-friendly, not training necessary,10x50 binoculars on the market that function the same as the Olympus and are as good if not better, so we see no reason why an alternative option should not be allowed for something such as this. Thank you.Response: Further to the explanation provided in the Particular section of the ITB, training on use of equipment is not the only reason for specifying certain brands in the tender, but also for standardization purposes and to ensure uniformity with equipment’s already supplied, and used, by the Diplomatic Police, across their various units.

New clarification added: Will alternative brands that are the same or better be considered? For example, would a product and brand comparable to or better than 'Olympus DPS 10x50 ruggedised binoculars' be accepted? Response:As mentioned under the Particular Tab, the reason that these brands were specified, is that similar set of equipment and training on the use of equipment was provided to the Diplomatic Police (DP) in 2021, under a previous procurement process. The training was provided for a specific brand of equipment. Most of the items included in ITB/2022/38104 are a duplication of the same kit provide under the other procurement process, which the DP were trained on using and maintaining. They have also been supplied with training material to allow continual internal training based around these specific equipment’s. Furthermore, it is important to procure the same exact equipment for standardisation purposes to ensure parity across DP units, carrying the same exact equipment and following the same SOPs. Please refer to the revised ITB_Section_II_Schedule of Requirements_Amendment1 published as part of Amendment Rev1 for the final Technical Specifications for Goods. Submissions will be evaluated based on the criteria specified under the Criteria tab of the ITB. As such, submissions should not include any material deviation from the requirements as included in Section II: Schedule of Requirements, as revised in Amendment Rev1. Please also note the provision under the Particular tab of the ITB that alternative offers are not allowed.

New clarification added: Hi could I kindly know who would be doing the custom clearances. we have done a similar order to Sri Lanka (project by the UNODC) Response: As per Article C. Delivery requirements and Comparative Data Table of ITB_Section_II_Schedule of Requirements_Amendment1, the Delivery place and Incoterms rules is CIP Mitiga International Airport. As such, and in accordance with Incoterms 2010, customs clearance is the responsibility of the buyer. Please refer to Incoterms 2010 for more information on Incoterms.

New clarification added: WIth regards to Lines 1.5 & 1.6 these items are not common brand products and we would ask if you have either a picture AND detailed specificaitons or a web link to the exact items required for each of the two lines (Bailong Torch and Inzhen DZS-1 Under Vehicle Search Mirror).. Bailong have a wide range of torches all of which would meet the description BAILONG SERIES TORCH min 1000Lumen water/weather resistence so to ensure conformity with the justification for sourcing specific brand items it would see appropriate to ensure the exact model required is offered offered. With regards to the Inzhen brand, this is not a worldwide brand so a picture with details and/or a weblink would assist vendors to understand the requirement and locate a source for the same.Response:Please refer to ITB Amendment Rev1 published on 25 January 2022 with revisions made to the Torch and Under Search Mirror.
