Electronic, Online Registry for Cook Islands Financial Supervisory Commission (53072-001)
The scope of services for the assignment requires the vendor to design, construct, and facilitate hosting of a modern web-based registry in a cloud- based environment. The registry must comply with the following (which collectively constitute the ‘scope of services’): (a) The Detailed Outputs of the assignment (Section 5 immediately below); (b) The Specific Requirements (both system requirements and business requirements) that pertain to the formation and management of the registered entities (Appendix 1); (c) The system must account for all registry interactions. The term “registry interactions” includes all the filings to be submitted to the FSC by its clients, but also includes notices, reminders and other outputs that can be generated by the FSC and delivered to registry clients and/or registered entities, and any responses to these notices, reminders and outputs that may be filed by the representatives of the registered entities. The term registry interactions also include any information requests submitted by the public and the responses provided by the FSC, whether in the form of certificates, information, or denials of the request(s). In short, all interactions between the FSC, their clients, the registered entities and the public must be accommodated within the registry. The particulars for each type of entity will be finalized during workshops with the FSC. The vendor will be expected to produce a “filing matrix” that lists all such business rules and other differences between each entity type and subtype in a format that is user-friendly for FSC to review. This filings matrix will be a project deliverable.
