New clarification added: Question 2: In regard to the 20 week operational period for the project, does it include the 3 weeks for the refresher training, or is that considered the mobilisation phase?Answer: No, it will not be included.Please also note that the contract period as illustrated in the schedule of requirements, paragraph 14, page 12, is 24 weeks, and the contract time is six months, not 4 months. Question 3: This is not a clarification, but rather in the Questionnaire data, the 7th and final question in regard to 2 years experience has no Yes or No button, hence I cannot submit the proposal. Please do correct or let me know if there is a workaround. ThanksAnswer: It is not a Yes/No question. It is a multiple choice question hence you can add your answer in the specific answer place. Question 4: kindly, we need to clarify the following points: A -The payment terms in the instructions to bidders file says the payment is within 30 days after receipt of the goods or services, we think that is unsuitable for this kind of contract, which has a huge budget and long term implementation ( approximately 6 months), please clarify the payments schedule. B- Are the RE awareness sessions within the areas specified in the TOR , or include the villages affiliated with these areas, because this clarification affects high transportation costs. C- We think a [this] contract this [very] important , needs more logistical, technical and financial study by most of the bidders, and this practically needs to extend the submission period no less than two weeks. Answer:A-UNOPS/UNMAS will need a supplier with a strong financial capability to carry out activities on the ground. UNOPS/UNMAS are flexible with the payment schedules/milestones. Suppliers are highly encouraged to submit the payment milestones along with the financial offer. The milestones will depend on deliverables and service delivered. This can be negotiated and approved by UNOPS prior to the award approval. B- Yes, it will be within the areas specified in the RFQ, and includes the communities in those areas. For financial and budget preparation, please plan accordingly. C- Sorry, we are unable to extend the duration of the RFQ.Question 5: A European company is interested in the project, and we have a local partner, a company that has the competence to implement the project, and it is not a civil organization, but a commercial entity specialized in this fieldAnswer: We encourage all national and international suppliers to participate as long as they are legally registered in the country; in this case, they should sign the Joint Venture template, Form A. Any humanitarian project shall be implemented by anOrganisation, which shall be registered in the Ministry of Labour and Social Affairs. Please note the following requirements as per the SOR: Paragraph 6 “Bidders are responsible for obtaining all necessary Government approvals in order to commence work. UNMAS Syria is not responsible for obtaining approval from the local authorities. Failure to do so, UNMAS has the right to cancel the award. In this regard, the contractor must prove the ability and assure obtaining the approval as per the country regulations and law. Paragraph 19: The Contractor is responsible for obtaining the required approval to implement the project from the local authorities and to obtain the documentation required to operate in Hama, Aleppo and / or Deir Ezzor Governorates of Syria. The Contractor is responsible for all visas, ID cards and work permits for their staff for the duration of this contract and pays the associated fees requested by the issuing government entities. In light of the above, the contractor must be registered with MoSAL in order for them to be able to obtain the approval from the local authorities without delaying the contract activities. Any contractor not registered properly in the Syrian Arab Republic, they will be disqualified during the evaluation process.

New clarification added: Question 1: Concerning the eligibility criteria, we would like to know if we can participate in this tender though we don't have a previous contract in RE sessions or mine action threats. However, we have experience in providing vocational, technical, administrative pieces of training (with different international organizations) in addition to an experience in assessment and supervision of projects and having a good understating of the nature of each governorate since we have an engineering department that implements several contracts with organizations in all governorates. noting that we will lean on experienced experts to implement the project. Is that would make us eligible to submit an offer?Answer: Any bidder that meets the evaluation criteria set forth in the RFQ is eligible to participate, whether they have experience in RE or similar types of services: The criteria says: “Bidders must demonstrate a minimum of 1 year experience, either in partnership or as an independent entity, in implementing successful RE or similar projects in Syria. Organizations must have proven experience of implementing successful project(s) with the United Nations, and proven records of successful financial management and reporting. The bidder must provide at least 1 reference from previously completed similar projects”.As such, we encourage everyone who meets the criteria to participate, keep in mind that the organization must be registered in MoSAL in order for them to implement such a project.
