Title of the services: Translation and interpretation services for IOM Malaysia   

Duration of Initial Contract: at least 1 year  

Expected Duration of Assignment: 2 years subject to satisfactory performance  

Contract modality: Long Term Agreement (LTA) 

 

1. Background  

The International Organization for Migration (IOM) Malaysia seeks to enter into Long Term Arrangements (LTAs) with Service Provider companies specialized in the provision of highly skilled professionals to provide translation and/or interpretation services to IOM for various events, meetings, documents, reports, publications, or any other similar requirement.  

 

The assignments will be related, but not limited, to such subjects as Migration, Development, Law, Governance, Economics and Finance, Labour and Human Rights, Health, Gender, Public Administration/Public Sector Management, Crisis Response and Management, Environment Biodiversity and Climate Change.  

 

2. Scope of work/responsibilities  

IOM Malaysia wishes to enter into long-term agreements for Translation services (LOT 1) and Interpretation services (LOT 2), particularly:  

 

LOT-1 Translation services from English to languages listed in Appendix 1  

  • Provide translation from English to the languages listed in Appendix 1: 

  • Literary translation (from documents, posters, etc usually simple words). 

  • Professional translation (from official documents). 

  • Voice over for audio in the languages listed in Appendix 1. 

  • Expedited translations whenever the need arises (subject to expedited rate). 

 

LOT-2 Live Interpretation services from English to languages listed in Appendix 1 

Provide simultaneous/consecutive interpretation during steering committee meetings, technical working group meetings, workshops and trainings, conferences, meetings between the international advisors/experts and national consultants as well as national counterparts. 

  • Provide interpretation during official missions including field trips to project sites.  

 

This LTA is a non-exclusive agreement and IOM Malaysia may sign multiple LTAs depending on the range of languages offered by applicant Service Providers. Companies are encouraged to submit their proposals based on the languages and services they have expertise and capacity to provide.  

The agreement is time bound from the date of signing for a period of 1 year with the possible extension up to 2 years upon satisfactory performance. 

 

3. Requirements for experience and qualifications of the key staff in case of companies.  

Academic Qualifications:  

- Bachelor’s degree OR other relevant formal qualifications in languages listed in Appendix 1 (master’s degree in relevant field will be an advantage)  

 

 

Experience:  

  • Minimum three (3) years of progressively responsible interpretation work with the government, diplomatic missions, and/or international and intergovernmental organizations and civil society desirable. 

  • Minimum three (3) years of experience in translation of official government/UN documents desirable. 

  • Experience in interpretation at multi-national high-level events and UN agencies desirable 

  • Proven track record of high-quality professional translation.  

  • Knowledge in the following areas of study for specialized translation work:  

  • Migration 

  • Development 

  • Law  

  • Governance  

  • Economics and Finance 

  • Labour and Human Rights  

  • Health  

  • Gender  

  • Public Administration/Public Sector Management  

  • Crisis Response and Management 

  • Environment Biodiversity and Climate Change  

 

Competencies:  

 

  • Ability to work under pressure and meet strict deadlines  

  • Ability to produce a high volume of quality content  

  • Demonstrated willingness to work as part of a team in a multicultural environment  

  • Hands-on experience with MS office including MS Word, MS Excel, and MS PowerPoint 

  • Clear, composed and articulate in oral presentation, vocabulary, and grammar   

 

4. Payments  

  • The Company shall be paid upon fully satisfactory completion of translation or interpretation services in the agreed upon format, based on the accepted invoice.  

  •  IOM standard terms for payment is 30 days after submission of invoice 

 

5. Recommended Presentation of Offer  

Interested Companies must submit the following documents:  

  1. A curriculum vitae of relevant staff (including Interpreters) indicating all past experience in interpretation and translation, as well as contact details; 

  1. Three (3) professional references; 

  1. A sample of translation work from a reputable international organisation (1 page); 

  1. Registration certificate of the company; and 

  1. Financial Proposal as per Appendix 2 of the Call for Proposal.  

 

 

 

 

 

6. Criteria for selection of the best offers  

Combined Scoring method: the qualifications and methodology will be weighted a maximum of 70%, combined with the price offer which will be weighted a maximum of 30%, as per information provided in Appendix 2. 

 

Expression of Interest submission guidelines 

The Application must be submitted by email to kulprocurement@iom.int no later than 15 December 2021 at 5.00pm (GMT +8.00) . Late Application will not be considered. 

 

IOM at no occasion will ask an application fee from Service Providers. 

 

IOM will treat all information received from applicant Service Providers as confidential and any personal data in accordance with its Data Protection Principles. 

 

The applicant by submitting an application gives consent to IOM to share information with those who need to know for the purposes of evaluating and managing the proposal.
