Description
The Office of Information and Communications Technology (OICT) provides enterprise-wide oversight of ICT programmes, budgets and decision-making to ensure alignment with the Secretariat's overall ICT strategy. The United Nations ICT strategy (A/69/517) was submitted by the Secretary-General at the 69th session of the General Assembly and Member States endorsed all the elements (A/RES/69/262). The Office focuses on strategic, long-term improvements across the Secretariat, through: 1. enterprise applications (such as the UN ERP system, the UN telent management system, the Enterpise Email system, the Enterprise Collaboration and Documents Management Systems); 2. new technologies and innovation (for example business intelligence, analytics, machine learning, artificial intelligence, and blockchain); 3. efficient management and development of its global ICT infrastructure (including leased lines and satellite communications) 4. strengthening information security; 5. project management frameworks; 6. ICT governance; and 7. establishment of ICT policies, architecture and standards. OICT also provides services to meet the overall ICT needs of UN Headquarters and, in cooperation with the Department of Operational Support, for leased lines and satellite communications to overseas duty stations. While its core programmes are directly and centrally funded by Member States, the Office heavily relies on cost recovery funds (in excess of 70 millions US dollars each year) from its client entities within the UN common system to meet the business needs of these entities and to continue delivering around 80 different types of ICT services in compliance with its mandate. The UN cost recovery mechanism facilitates OICT to internally bill these UN client entities against approved rates for the ICT services and support rendered and recover the appropriate funds. Considering the increasing number of user population, the increasing volume of service subscriptions, the evolving nature of business needs of client entities ,the complexity of the ICT services provided and the applicable cost models, there is a need to fully automate the billing of entities for ICT services and support provided by OICT through an automated solution. With this request for information, OICT is exporing technological solutions to address the automation challenge above. OICT is requesting information from Vendors or Organisations that can offer, develop, operate, maintain and/or support such an automated solution.
