New clarification added: 1. The current energy consumption of Parliament from the UTILITY and Generator hae not been included in the RFP .. Do you have a consumption data for atleast 1 year either recorded in power note book or excel format . This will be helpful to understand the percetnage of energy the PV will contribute Response: The bidder is required to offer PV modules with compatible grid-tie solar PV inverters for the purpose to feed all PV power generated on the direct current side into the 230/400V low-voltage alternating current grid of the parliament. It is assumed that all PV power generated will be directly consumed in the buildings of the parliament complex. The bidder is not required to offer other controls except the grid-tie inverters. The power consumption of the parliament is not relevant.2. Do you have the distance between the two mount structures and the distance from the structures to the Power room ?Response: Each lot of the tender is an independent system. For lot 1, 100m cable is specified and for lot 2, the length of the cable to consider is 50m. Sizing of the copper cable must consider a maximum voltage drop of 0.5% at rated power of the system offered.Thank you

New clarification added: During the Pre-Bid/Clarification meeting, series of questions were ask. Therefore, kindly see below response to these questions.1. Are the fish ponds to be covered?Response: No, the new solar roof should follow the profile of the existing structure around the fish pond and only replace the old existing roofs and to additionally cover the area in between the roof on the left side and the roof on the right side.2. Is there specification on the type of steel to be used (grade, sections etc)?Response: No, the support structure only serves to support the PV modules considering the local requirements and the bidder is fully responsible that the structure fulfills the requirement.3. Any specific height/radius of the steel support at the entrance of the forecourt?Response: The maximum total height is limited by the height of the wall which is 4.0m as evident from the drawings. The bidder is responsible for the design to allow water to drain and the lowest height clearance must allow cars to park below and visitors access to this public area.4. Is the design going to be based on the polygon shape in the bid document?Response: It is important that all bidders understand that the forecourt of the parliament is a public area and must interact with the existing architecture of the building. Upgrading this space should be understood to generate solar electricity, demonstrate modern application of solar PV interacting with existing buildings, to protect against the tropical rain, and to allow a small portion of sunlight to pass. The polygonal structure was approved by the members of the parliament as an initial consensus. Pending approval of the members of parliament, the bidders are invited to offer an equivalent solution which fulfills the requirement but it has a modern and cost efficient solar architecture. In case not approved by the members of parliament, the awarded bidder must accept to offer the approved structure without additional cost.5. Are the cables for the PV Solar System into the Distribution Board to be installed overhead or underground?Response: Please understand that the bidder must identify the optimal routing for connecting the inverters and the solar modules to the existing building power distribution. Both Lot 1 and 2 are to be installed directly adjacent to the main building complex without any gap. The maximum length and requirement of the cables are specified. Most likely, the cables will be installed indoor or in existing or new ducts without the need to go underground or overhead. Please offer a cable for flexible use for the specified length to fulfill the common requirements.

New clarification added: Dear UNOPs, :could you please your help to share with us the photos for the belwo fittings photos for UPVC Double sleeve joint socket couplings accordance to EN 1401 including rubber ringphotos for UPVC socket bends for UPVC pipes , accordance to EN 1401 with rubber ring sealeResponse: Main purpose of the tender is the grid-connected solar PV system with its associated support structure including the necessary services for tropical rain water to drain. The designed PV solar system must include a drainage system including the gutters and downpipes down to but not below ground level. EN 1401 covers underground pipes which are not part of this tender (This response is for both question 1 & 2)

New clarification added: Dear Sirs/ Madam,With regards to :Form K Manufacturers Authorization" Could you please clarify on the CLAUSE 4.5? We are unable to find the detailed description of clause 4.5 in the RFP document.Response:Clause 4.5 of the General Conditions of Contract for the Provision of Goods says4.5 WARRANTIES: Unless otherwise specified in the Contract, in addition to and without limiting any other warranties, remedies or rights of UNOPS stated in or arising under the Contract, the Contractor warrants and represents that:4.5.1 The goods, including all packaging and packing thereof, conform to the specifications of the Contract, are fit for the purposes for which such goods are ordinarily used and for any purposes expressly made known in writing in the Contract, and shall be of even quality, free from faults and defects in design, material, manufacturer and workmanship;4.5.2 If the Contractor is not the original manufacturer of the goods, the Contractor shall provide UNOPSwith the benefit of all manufacturers’ warranties in addition to any other warranties required to be provided under the Contract;4.5.3 The goods are of the quality, quantity and description required by the Contract, including when subjected to conditions prevailing in the place of final destination;4.5.4 The goods are free from any right of claim by any third-party, including claims of infringement of any intellectual property rights, including, but not limited to, patents, copyright and trade secrets;4.5.5 The goods are new and unused;4.5.6 All warranties will remain fully valid following any delivery of the goods and for a period of not less than one (1) year following acceptance of the goods by UNOPS in accordance with the Contract;4.5.7 During any period in which the Contractor’s warranties are effective, upon notice by UNOPS that the goods do not conform to the requirements of the Contract, the Contractor shall promptly and at its own expense correct such non-conformities or, in case of its inability to do so, replace the defective goods with goods of the same or better quality or, at its own cost, remove the defective goods and fully reimburse UNOPS for the purchase price paid for the defective goods; and,The Contractor shall remain responsive to the needs of UNOPS for any services that may be required in connection with any of the Contractor’s warranties under the Contract.Thanks and my regards,
