The term parents for the purpose of this TOR, includes any other primary caregiver.
The purpose of this scoping study is to support the targeted policy implementation of programmes targeting parents/caregivers of children aged birth-six years in South Africa as to empower and equip them on early learning and development knowledge and skills embedded in learning through play.
The aim of the scoping study is to identify geographical areas in South Africa based on a criteria associated with increased risk/vulnerabilities, to target parents with children aged birth to six (6) years living in high risk circumstances for the continued implementation of the National Parenting Capacity Development Programme.
