Description
1.0 Overview
The United Nations Special Mission in Libya (UNSMIL) has a requirement for Internet Service Provider (ISP) services for its HQs located along the Gurgi Road, former ECA premises (African Centre), Tripoli, Libya, as listed below.
1.1 Area of Coverage — the ISP will provide Internet Service to UNSMIL’s Headquarters at the following location (also known as “termination points”), as follows:

1.2 Number of Links Allowed per Site — the ISP will provide a single link per site—not multiple or aggregated links—containing the full bandwidth for each and every site. Each link should be installed and operated independent of the other links.
1.3 All-Inclusive Services — the ISP is responsible at its sole cost and expense for all labor, equipment, tools, materials, civil works, transport and all arrangements as may be reasonably necessary for the successful delivery of the Internet Service to the point of termination including, but not limited to, provision of radios and switches, lease of premises (outside of UNSMIL property) if any, securing permits, licenses, customs clearance, payment of appropriate taxes and import duties, and such other acts and things as may be necessary for the full and satisfactory execution of the provision, installation and commissioning of internet service. UNSMIL is not responsible for providing any equipment to the ISP whatsoever except those required at the point of termination. The ISP is not restricted from installing its equipment at UNSMIL’s facilities, which are deemed sufficient to accommodate the ISP’s equipment. Likewise, the ISP is not required nor is it responsible for the provision or installation of telephone/data switching devices or any other device not specifically included in our Scope of Requirement.
2. Point of Termination and Transfer of Responsibility
2.1 The Internet Service should be delivered by the ISP to the termination points specified in Paragraph 1.1. Thereafter, UNSMIL is responsible for the delivery of the Internet Service from the point of termination to its different facilities, buildings or offices up to its client workstations. The responsibility to deliver the Internet Service up to the termination points rests solely with the ISP and any and all equipment required thereof shall be for the account of the ISP. Responsibility is transferred to UNSMIL only upon successful delivery of the Internet Service at the designated points of termination.
