Description
1. Overview The United Nations Special Mission in Libya (UNSMIL) has a requirement for point to point connectivity between the Mission HQ in Libya and the United Nations main hub in Brindisi Italy (UNLB). The sites requiring to be interconnected by a leased point-to-point Optical Carrier are listed below: a. UN HQ located along the Gurgi Road close to the centre of Tripoli GPS 32 51 32.2N, 013 05 32.3E, and b. United Nations Logistic Base (UNLB), Aeroporto Militare “Pierozzi” 72011 Brindidi-Casale Italy. This concept is a 2 year project (1 + 1) with the option of continuing depending upon the vendors performance, the mission mandate or mission priorities. The proposal outlines the request for providers to supply an international leased line of 8 Mbs with the possibility to increase in 1 Mbs increments to a maximum of 12 Mbs over Fiber Optic services between Tripoli, Libya and Brindisi, Italy. 2. Aim To provide a reliable interconnectivity for data and voice services to support the interconnection of the Mission headquarters in Tripoli and UNLB in Brindisi Italy. 3. Scope of services The following services and specifications are required: • Point of presence (POP) location within Tripoli which must include the following details:  The co ordinates for this location,  The availability to use a mast in that location which could support a 4 foot dish and an outdoor unit (ODU) weighing approximately 28kg. Transmit and Receive Frequencies will be given to vendor. If in an interruption occurs due to UNSMIL’s microwave system we will swap out the devices for another Frequency range.  A secure room to install a rack of approximately 10 RU.  Provision of electricity (110 volts) 24 hours 7 days a week. UNSMIL equipment current draw will be approximately 8 amps.  Provision of an approved electrical / communication earth system for grounding and lightning protection of USMIL equipment. If this system is inappropriate then permission to modify or install our own earthing system. • The location of first termination point of the fiber outside of Tripoli (Malta or Italy) • Clarification that the vendor will be able to terminate the service in UNLB Brindisi Italy at the Net Control Center (NCC) equipment room. • The vendor should state his response time to a critical fault identified within his own premises and be able to provide contact numbers for all technical personnel responsible for the link. • The vendor must provide contact numbers for the Network Operation Center (NOC). • The vendor must also state the alternate path offered and the respective bandwidth offered during system failure. • The vendor must be able to provide a link to services so that UNSMIL can monitor the through put in real time. • UNSMIL will facilitate the last mile connection link in Tripoli • The Service provider must outline the type of physical connectivity offered to UNSMIL at his POP (copper, fiber, type of connector etc) • The service provider should guarantee access to UNSMIL technicians to the premises whenever the need for corrective and regular maintenance arises. • The following information is required in reference to your company:  Number of years your firm has been in business  Where are your head office, sales and customer service offices located?  Where is your billing office?  Number of employees in your company?  Number of employees in your customer service?  Number of employees with technical certifications?  Time for upgrading system by 1Mbs Increments?
