Global challenges are contributing to increasing vulnerability and humanitarian needs. OCHA plans to undertake a study to help strengthen the capacity of itself and its partners to better anticipate, prepare for and respond to the humanitarian consequences of global challenges. The study is part of OCHA’s ongoing work to better anticipate the impact of global challenges on humanitarian needs and operations. It will contribute to Objective 1.4 of OCHA’s Strategic Framework: “Humanitarian response and response preparedness are underpinned by integrated analysis and rigorous learning”. The main objective of the study is therefore to provide an applied understanding of the interconnectedness and impact of global challenges on local vulnerability and recommend what practical measures can be taken to improve the monitoring and analytical capacity of the international humanitarian system to better anticipate and identify related needs, particularly in situations of slow-onset, protracted and compound crisis. The services will encompass the following: • Undertake a meta-analysis of research on global challenges and how they affect humanitarian needs and the humanitarian operating environment • Case studies on contexts where global challenges have increased vulnerability and how humanitarian and other actors have responded • Carry out field research to test this analytical framework in at least two crisis settings • Carry out participatory workshops to discuss and validate and refine the preliminary findings and identify follow-up actions • Propose a series of measures for OCHA and other actors to improve anticipatory decision-making mechanisms • Produce a high quality, illustrated report containing the findings of the work and recommendations • Develop and implement a survey of humanitarian actors and undertake key informant interviews • Undertake an inventory of existing tools and approaches used for risk, vulnerability and capacity analysis • Develop an analytical framework to generate information on global challenges that can guide programming at the global, regional and country level. Contractors should have the capacity to undertake this work immediately on contract signature with completion in a maximum time period of 7 months. The companies who have already answered the EOI posted by UNOG under reference number RFPS-176/ESI do not need to post it again.
