As technology provision partners of the UN Office of Counter Terrorism (UNOCT), The UN Office of Infomraiton and Communicaion Technology (OICT) is working on the goTravel (https://unite.un.org/goTravel/home) and goFintel (https://unite.un.org/goFintel/home) software products. UNOCT and Member States’ end-users are looking at OICT to provide software solutions that are secure, effective/efficient and also leverage emerging technology to satisfy their requirements of analysing data (large volumes) and reap the benefits from Machine Learning and AI techniques. The UN does not have any mandate to access data handled by government administrations managing passenger data or financial data. Still, to ensure that the ML and AI algorithms work and learn from the data that the countries own, they need to access this data. Fairly recent academic papers (2016) show that researchers have mathematically resolved the issue of accessing proprietary data with techniques which do not compromise it (unlike obfuscation or anonymisation) through the concept of “Differential Privacy” > https://www.youtube.com/watch?v=-JRURYTfBXQ The UN is hereby seeking reponses from entities who could offer DP solutions to train ML and AI algorithms on Member States data without the need to access country-owned data and therefore allowing the UN to respect its mandate to only provide efficient and effective software solutions to Member States without having to access their data (for a better explanation of the issue we are trying to resolve please see https://www.youtube.com/watch?v=gI0wk1CXlsQ). Relevant entity responding to this Request for Information should: a) indicate they own/operate a platfrom implementing the operationalization of DP principles and algoritms b) provide a description of the DP platform they own/use c) confirm that they are able to dmeonstrate that their DP software platform can be used in a secure private cloud environment …………………………………………………………..
