Description
Department of Safety and Securty of the United Nations in New York has a mandatory requirement for testing for use of illegal drugs and controlled substances with respect to its Security Officers and Professional staff members. Therefore, United Nations is seeking qualified companies which can provide this service with the following procedures : a) Ten(10) panel drug screening of only amphetamines, barbiturates, benzodiazepines, cocaine, marijuana, methadone, opiates, phencyclidine, propoxyphene and synthetic opiates for twenty(20) security personnel on a monthly basis; b) The United Nations staff member (donor), selected for testing, must identify him/herself by way of his/her United Nations ID card to the authorized personell at the collection facility; c) The arrival time of donor at the collection facility should be noted and a log book must be maintained; d) The collection facility staff must ensure that the donor's name is recorded with correct spelling in the log book as well as in all reports to be submitted to the UN Medical Service. The correct spelling must be obtained from the donor's UN ID Card; e) The collection facility staff must explain the basic testing procedures to the donor, including failure to comply with instructions or non-cooperation, which shall constitute a refusal to test; f) The collection facility must ensure that all personal belongings of the donors are safeguarded and upon request by a donor, the collection facility must issue a receipt for their personal items; g) The drug screen specimens are collected using the 'Chain of Custody' procedures; h) Specimens must be analyzed by an enzyme immunoassay screening method; i) All positive results must be confirmed by Gas Chromatography/Mas Spectrometry (GC/MS); j) In case a sample tests positive, it is imperative that the facility doctor holds consultation with the donor who is tested positive to review all prescribed and non-prescribed medications ingested prior to the test being performed, if any; k) All test results must be kept strictly confidential. A formal written report, which must be reviewed and finalized by the facility doctor, who must be a State Certified MRO (Medical Review Officer), detailing the analysis and findings must be forwarded to the attention of United Nations Medical Services within 72 hours of receipt by the collection facility. l) Verbal results must be available in 24-48 hours, with written results to follow. m) The State Certified MRO should be available from 9am - 5 pm, Monday through Friday, to answer any questions that the UN Medical Service may have. The collection facility must meet the following criteria : a) The collection facility must be able to accommodate up to 20 donors and must have bathrooms designated for the collection of drug specimens; b) The waiting area and the bathrooms of the collection facility must be kept clean at all times; c) The staff at the collection facility must follow proper procedures on specimen handling. An explanation must be provided in the report about the procedure that was followed to arrive at the final conclusion. d) The collection facility should be located in Manhattan.
