Description

UNICEF Office of Research – Innocenti is contributing to a programme of work led by UNICEF’s Regional Office for Europe & Central Asia (ECARO) of Phase 3 of the European Union’s preparatory work for a Child Guarantee. Phase 3 is entitled “Testing the child guarantee with the aim of ending child poverty and social exclusion for all children in Europe”. The overall objective of the Child Guarantee is to ensure that every child in Europe at risk of poverty has access to free healthcare, free education, free childcare, decent housing and adequate nutrition. Phase 3 runs for two years to the end of July 2022. 

The main work being done by UNICEF Innocenti is to undertake operational research on aspects of the implementation of the programme of work in four countries  – Bulgaria, Croatia, Greece and Italy.

The purpose of the consultancy services is to contribute to the first wave of this operational research by conducting a set of interviews with professionals and stakeholders (internal and external to UNICEF) working on the programme in Italy. The bidder is expected to conduct the qualitative data collection of the first wave of the operational research by collecting semi-structured interviews, and providing audio recordings and transcripts of the interviews translated in English.
