Description

UNDP’s Rule of Law and Security (ROLS) Programme was established in 2002 to support the delivery of security and protection under the law for all Somalis, employing a human rights-based approach to security and justice sector development and reform.  The Programme, currently in its third iteration (2008-2011) is delivered against a strategy and activities contained in the  ROLS III programme document  covering 1 January 2009 to 31 December 2011 and which builds on ROLS phases I and II which ran from 2002 to 2008.

Somaliland has a coastline of 860km along the Gulf of Aden, one of the world’s major seaways. Its main port at Berbera is one of the few deep water ports in the area. Offshore fishing grounds provide a vital element to the local economy.

The Coastguard is the only maritime service in Somaliland and is established as maritime police under the Ministry of Interior. Their mandate includes the enforcement of maritime laws and safety, protection of and assistance to mariners, patrolling Somaliland territorial waters, fishing zone and economic zone, countering piracy, trafficking, smuggling, illegal fishing and environmental damage and other maritime crimes.

The ROLS Programme is intending to conduct a detailed, technical assessment of the condition and requirements of the Somaliland Maritime Police/Coastguard and to help develop the agreed programme of reform and development.

The recipients of this work will be the Somaliland Ministry of Interior (MoI) and the UNDP Somalia Rule of Law and Security Programme (ROLS).

SCOPE OF WORK

This work is part of the improvement of basic security and justice delivery in Somalia, supporting the establishment of effective government, oversight and accountability.  In particular, it initiates Phase I of the joint MoI and UNDP Maritime Police Development Strategy (MPDS) (Reference A).  The general objective is to help the Somaliland government draw up a programme of reform and development for its Maritime Police/Coastguard, in order that they can meet their obligations and challenges, in a manner consistent with democratic norms, sound governance and the rule of law. UN approval of the programme will encourage international donors to support its implementation.
