Development of Electronic Human Resource Management System for the Office of Prosecutor General in Ukraine (Phase 1)

New amendment added #1: Dear Bidders, Minutes of the Pre-Bidding Meeting are published.As a result of the Bidders' requests, the bids submission deadline is extended to 30 September 2021, while the deadline for clarifications is shifted to 24 September 2021.In addition, the following edits were introduced (marked blue in respective documents):1. Section II: Schedule of Requirements:1.1. par. 7. Qualifications of the selected supplier, bullet point 1 shall now read as follows:"... - experience in implementing at least one project in the area of automation of human resources management for central or local authorities in Ukraine in the last three (3) years with the software that is offered in the bidder’s proposal. The scope of the above-mentioned project shall be no less than 15,000 electronic personal files;..."1.2. Section 2: Evaluation Method and Criteria, criterion 1.1 of the Technical Proposal Evaluation shall now read as follows:"...As a minimum the bidder shall have experience in implementing at least one project in the area of automation of human resources management with the minimum scope of the above-mentioned project of no less than 15,000 electronic personal files - 1 point"...2. Section III: Returnable Bidding Forms (marked blue):2.1. New clarification added: - On September 1, a pre-bidding meeting was held, where bidders asked critical important questions. However, on September 15, the answers are not published. In this regard, it may be necessary to extend the deadline for submission of proposals and publish a protocol with answers to participants' questions- On September 1, a pre-bidding meeting was held, at which some questions were asked by potential bidders.These questions are important for clearer understanding of the conditions of the tender. However, since the meeting the minutes with answers have not yet been published. New clarification added: The documentation contains a separate mention of technical support and warrantee that the Participant must provide: “p. 3. Scope of workThe Contractor shall provide technical support to the end-user during 6 (six) calendar months following the commissioning of the e-HR system. The technical support scope shall include: troubleshooting, software updates, bug fixes, minor  improvements and additional training at the request of the owner or end-user that will not require adding new functions or making changes to the architecture. Technical support of functionality of the e-HR, including training. p. 6.3.1The warranty term for the software shall be 12 months from the day the Act of operational acceptance is signed. p. 6.3.106.3.10.2The warranty for the system provided by the Contractor without additional payment shall be presented in the developer’s offer, and it shall meet the following requirements:●            the warranty object shall be the technical solution (special software), implemented in line with the tender requirements;the duration of the warranty shall be 12 months from the date that the Act of acceptance for the system is signed.” Are warranty and technical support the same? New clarification added: QuestionParagraph 1.2.1 contains the following requirement:“The bidder in their bid shall provide a copy of the valid expert opinion issued by the State Special Communications Service of Ukraine which certifies compliance with this requirement (1 copy - 1 point, up to 3 points).” What do several copies of a valid expert opinion issued by the State Service for Special Communications of Ukraine mean?In what way a Bidder can get 3 points for this subject as only one certificate can be valid for the underlying software?From our point of view, anyone who has a certificate can get 3 points simply by making 3 scanned copies of the certificate, so requirement "1 copy - 1 point, up to 3 points" is meaningless.____________________ Dear Bidder,Thank you for your question. The reason behind such wording is that UNOPS will be evaluating the number of valid expert opinions issued for basic softwares.
