The United Nations Office for Project Services (hereinafter referred to as UNOPS) is pleased to invite prospective bidder to submit a bid for provision of construction design services in Herat Multi Agency (HMAC) Compound, Afghanistan in accordance with the UNOPS General Conditions of Contract and the Schedule of Requirements as set out in this request for quotation (RFQ).

New clarification added: Meeting minutes for RFQ/2021/21568 On July 17, 2021, there was a pre-bid meeting for the subject RFQ. Suppliers who attended the site visit asked below questions. Please refer to the questions following UNOPS responses. 1. Where to put the methodology in the form? Is there any specific form where the methodology can be added?Response:Please add your methodology in Form E where the work plan also needs to be added. 2. It is mentioned that only local companies can bid. Response: Yes, UNOPS issued this RFQ for local companies only as the site visit was required. The mandatory site visit was a prerequisite as this is a site-adapt kind of project and will give more information about the actual site conditions for the suppliers/bidders especially in developing the Geo-technical and Topographic surveys which were included in the design package submission..3. What documents are required to be submitted in addition to the forms attached?Response: Valid business license and acceptance of UNOPS General Terms and Conditions. 4. Depth of bore holes is specified?Response: It is up to the suppliers to decide on the depths following national and international standards. In short, the suppliers are required to propose the depth of the bore holes. 5. One contract will be issued or two based as there are two lots?Response: Two contracts will be issued as two lots are advertised. 6.Companies that did not do the site visit, are still eligible to submit an offer?Response: Unluckily, companies that didn’t participate in the site visit are not eligible to submit their offers as the site visit was mandatory. 7. Project duration is 60 days. Does it include a review period also?Response: No. The review period will not be counted as the project duration. 8. Explain the process of review. Response: Desk and peer reviews will be conducted by UNOPS AFCO QA/QC Team. Comments will be provided to the winning contractor, and will be rectified accordingly and resubmit the revised/updated package.If all the comments are rectified and updated then it will be submitted to UNOPS HQ (IPMG)UNOPS HQ (IPMG) will conduct the final review and approval process of the design package. 9. Is it possible to extend the deadline?Response: Yes, the deadline for clarification is extended to July 20, 2021 and the deadline for submission of the offer is July 24, 2021.Regards,Sadaat

New amendment added #1: Following the pre-bid meeting today at 2:00 PM, suppliers requested to extend the deadline of this RFQ and the request was accepted by the UNOPS Technical team. Thus, this amendment is added to this case to extend the dates as follows;The deadline for submitting an offer is July 24, 2021. The clarification date is July 20, 2021.Regards,

New clarification added: Dear suppliers,On July 15, 2021, there was a mandatory site visit for the subject RFQ. Supplies who attended the site visit asked below two questions. Please refer to the questions followed by our response to both questions. 1. The currency mentioned for Lot No. 01 is in USD, while for the Lot No. 02 is AFN. Which currency to quote? USD or AFN? Response:Both Bid Amounts must be in USD. Please note if a supplier quotes in AFN, UN Operational Rates of Exchange will be applied in converting AFN amount into USD. 2. How long will the design review take from the UNOPS side? Response: The 99% design submission will be first reviewed (desk and peer-reviewed) by UNOPS AFCO and will share comments to the awarded contractor, at 10-14 days cycle, then the designer needs to update and rectify the deficiencies based on the comments from AFCO Office, once all are rectified, the package will be submitted to IPMG HQ, there will be at least 2 to 3 cycles with 14 days review cycle by IPMG, and the contractor needs to update and rectify again comments from IPMG, until after we got the design certificate from HQ-IPMG, then the design services deemed complete.Regards,Sadaat

New clarification added: Dear Sir,With most respect, Ally Engineering Solution (AES) is Afghan private consultancy company and has been providing survey, engineering civil design, construction QA/QC, material testing and geotechnical investigation around the country since 2006, and fortunately we completed many consultancy projects for national and international organization including Exhibition Center for UNOPS in Herat Province and performed more proejct for all UN agencies.Based on Request for Quotation for provision of construction design services in Herat Multi Agency (HMAC) Compound, Afghanistan, we would like to submit our proposal for performance of this work, therefore we have same questions which are not clear for us, thus our questions are sated as below:- Is the topographic survey is need for all compound or it needs just for proposed area of lot 1 and 2- Could you tell me about geotechnical requirement for this project for example number boring hole, type of machinery for boring, and depth of boring, because all these mentioned information effect on project cost.- Could you tell me about number of story, is it one story or noAES hope to response to above question. Responses:Being the designer, your proposal will be based on your analysis, and technical experiences, meaning, you will check the actual site conditions and the requirements will be for a single story (see bullet #3), proposed your methods and the design of the building will meet the requirements based on your technical surveys conducted.
