Ukraine has been one of the most affected countries in the WHO European Region in terms of confirmed COVID-19 cases and deaths due to COVID-19. The WHO Country Office in Ukraine, with the support of the WHO Regional Office for Europe, has played a key role in supporting the Ministry of Health, and the Government more broadly, in responding to COVID-19. The objective of the evaluation is to provide an independent, objective and systematic assessment of WHO’s preparedness for and response to COVID-19 in Ukraine, including its strategy, interventions, operations, performance and results to date, as well as its engagement and coordination with partners toward these same ends. The evaluation will document successes, challenges and best practices, and will provide lessons learned and recommendations for future use by WHO and its partners to inform policy an decision-making.
