The United Nations Office for Project Services (hereinafter referred to as UNOPS) is pleased to invite prospective bidders to submit bid for supply and delivery of milling wheat to government desiganted warehouses in Ethiopia as detailed in Section II of the ITB: Schedule of Requirement, in accordance with the UNOPS General Conditions of Contract ( and the Schedule of Requirements as set out in this Invitation to Bid (ITB).

Please clarify the condition: A 10% an unconditional perfomance guaranteed must be submitted from abank acceptable to UNOPS. UNOPS will only accept bank guarantees from banks or other financial institutions with a minimum Long Term Credit Rating of BBB- with Standard and Poor’s, a minimum Long Term Credit Rating of Baa3 with Moody Investor Services, or a minimum Long Term Credit Rating of BBB- with Fitch Ratings.Clarification: a successful bidder/ bidders are expected to submit an unconditional Peformance security from a bank acceptable to UNOPS. New clarification added: Dear Bidders,Please find below clarifications given to question raised by a potential bidder. Kindly advised and prepare your bids accordingly.Since some of the warehouses for delivery are Desie 2 X 12,500 Mt and Mekelle 2 X 25,000 Mt etc, our truckers are asking what measures are/will be taken for the safety of the drivers and the protection of the goods in the warehouse before inspection and redelivery?Response: UNOPS,in close discussion with the partner will facilitate the inspection at respective warehouse. Concerning the safety and security of the cargo before acceptance, it will be the responsibility of the vendor(s) (neither UNOPS nor the partner will be responsible). Bidders are expected and strongly advised to arrange for insurance upto the point of acceptance of the cargo from the delivlery truck. The security situation of some of the delivery location (s) will be further discussed with the awarded bidder during the execution of contract.Best regards,

New clarification added: Dear Bidders,Please find below clarifications to questions raised by potential bidders:Is it possible for a company to offer a price validity of maximum 48 hours given the fact that UN can evaluate the technical offers on a seperate time frame. Response: the price must be valid for a period of 90 days.Tender document specify that UNOPS will appoint an independant inspection company. Can you advise if the independant inspection company will be a GAFTA (Grain and Feed Trade Association) approved inspection company .Response: The inspection company can be either approved by GAFTA (Grain & Feed Trade Association) &/or can be a member of IFIA (The International Federation of Inspection Agencies).Can you provide a list of independant inspection company to be choosen by UNOPS. Response: The name and contacts of the appointed inspection companies will be shared after award of contract.On the quality specification you mention that we have two offer two options : crop 2019/2020 including TW 76 protein 11 gluten 23 etc & crop 2020/2021 including TW 76 protein 11,5 gluten 24 etc. Given the fact that the actual crop is 2021, can we offer crop 2021 TW 76 protein 11 gluten 23 ? Response: UNOPS advises bidders to prepare and submit their bids per the technical specification given in the Schedule of Requirement.Given the fact that the port of DJIBOUTI cannot discharge at same time 400 000 wheat together with other commidities, without creating a huge congestion, as experienced in the past by the Ethiopian government , and creating huge extra cost for waiting time of vessels, and that inland transport of such quantity cannot be handled at same time by trucking companies, would it be possible to allow different delivery time frame for each 200 000 mt lots and a minimum 30 days between the two lots delivery timing. Meaning the offer for the second lot would need to be delivered within 120 days instead of 90 days ? Response: Award for the two lots will be made to different bidders i.e., no bidder will beawarded contract for both lots. UNOPS understands the capacity of Djibouti port and the number of vesseles it can handle at the same time. This will be taken in to consideration in scheduling and discussing the delivery of the two lots.Inspection by international agency such as SGS at loading port for quality and quantity should be final, which is normal practice in exports of goods. Is this acceptable ?Response: The inspection and acceptance of the commodity will be done at Destination accoring to the agreed incoterm (DAP Buers Warehouse, Incoterm 2020). The sample of the bags however must be inspected and accepted prior to mass production. Awarded bidders will be requested to send samples of the bag to the inspection company prior to the commencement of mass production.Is it possible to bring the commodity in bulk shipment and done the bagging at Djibuot.Response: Yes, as clarified bidders are expected t otransport the commodity in bulk and the rebagging be done at Djibouti.In issuing the Performance Security for the amount of 10% of the contract, who will be the beneficiary of the performance Bank Guaranty? Response: UNOPS as a buyer is the benefitiary of the Performance Security (Bank Guarantee). The security must be submitted within a maximum of 14 day after signature of contract. Is it possible and acceptable to issue the performance security from Ethiopian local banks? Response: The Performance Bond must be issued in USD. If the bank is acceptable to UNOPS (as indicated in the particular section of this ITB) and it is submitted in USD, a guarantee from any country or bank is acceptable. For the payments, do the UNOPS will issue a LC ? If yes, what will be the terms of the LC and is that from abroad or local Ethiopian Banks to issue the LC?Response: No, bidders are advised to referr the Particular section of the ITB. UNOPS will not open L/C rather payment will be made through bank transfer directly to the benefitiary's account. New clarification added: Dear bidders,Please find clarifications given to questions raised by potential bidders:What is the capacity of Djibouti port ,how much capacity Vessel they can handle if they can handle the quantity of 200,000MT vessel .Response: bidders should consult their freight forwarders and agents in Djibouti to learn the capacity of the Djibouti port.Previous Q&A indicated that UNOPS expects the entire quantity of each lot to be delivered at once. The lot quantity of 200,000 MT equals roughly 10,000 containers which is huge, if not impossible, logistical effort. Please confirm that this is the expectation of UNDP.Response: UNOPS would like to direct the attention of potential bidders to the ITB document that the commodity does not need to be containerized. instead bagging and loading to truck be done at prot of Djibouti.UNOPS expects bidders to plan and arrange for delivery of the 200,000MT wheat at once. But the shipment might not be convenient for transportation in a single vessel, Bidders are then required and expected to share their shipment/ delivery plan with their submission. This plan wil lbe made part of the contract to be signed with the awarded bidderWe would like to propose deliveries starting immediately of roughly 100 containers per week (2,500 tons) and ramp up delivery to 200 containers per week (5,000 tons) within 30 days. However, delivery will be spread out over roughly 12 months. Is this an acceptable solution to UNOPS?Response: the containerization and delivery over12 months period are not acceptable to UNOPS. The commodity should be shipped in bulk and the bagging be done at Djibouti. Please note that delivery should start immediately after signature of contract and be completedat the earliest time possible. Delivery/ shipment plan must be submitted to this effect.Best regards,

Dear Support,Response: owing to volume of the cargo and anticipated challenges in the delivery of the cargo, UNOPS plans and wants to work closely with the vendor's local agent in addressing challenges and issues to be encountered during, inspection, transportation and delivery of the cargo to DAP locations. Does Crop year 2020/21 includes the wheat harvested in 2021 ?Response: Yes, crop year 2020/21 includes wheat harvested in 2021.What happens if one specification is found slightly below the minimum asked after the vessel is loaded ?Response: UNOPS expects the commodity to meet the minimum requirement at a delivery location (DAP, Government designated warehouse) Please confirm the final result will be given on August 2nd latestResponse: UNOPS will work to meet the deadline given in the ITB. Form A: Joint Venture Partner Information Form - : does it require the JV name of the company and the owner ?Response: bidders are advised to give the details of both parties to the JV as indicated in the form. There's no requirement about vendor's nationalityResponse: there is no limit on the nationality of bidders. It is open to all. But as indicated in the tender document, bidders must have agent in Ethiopia or in one of the East African Countries.2. Will the 200,000MT wheat be delivered in one time, or several times?Response: UNOPS expects bidders to deliver the entire requirement of each lot at once.3. The quantity of each lot. I have found that lot # 1 and Lot #2 each are 400,000 MT under vender submision procedure forms but in the tender notice it is 200,000 mt for each lot, in the price form it is 200,000mt each lot and in the technical it is 200MT.Response: requirement under each lot is for 200,000MT and the total for th two lots will be 400,000MT. Under each lot however, bidders mustsubmit their offfers in two options (optioni: 2019/2020 Crop year and Option two 2020/2021 Crop year)4 Any bid scecurity amount required for the tender??Response: no bid security is required for the tender.Regards
