New clarification added: Dear Tender Team,As published on the previous submission date, June 1, 2021, the new proposal submission deadline has been extended to June 7, 2021 08:00 UTC. In accordance with the latest tender amendment published by UNOPS, the deadline for requests for clarification has also been extended. The difference between these two deadlines (submission of a proposal and a request for clarification) is less than 3 days.Since we do not know what clarification may be requested by competitors, we in terms of proper internal planning work on assumption as to whether any further significant changes to the bidding documents are possible. We try to avoid the scenario where, based on any future requests for clarification, our team is unable to reflect any major changes (within the specified less than three days) in the proposal development. Hence, based on above mentioned worries, we kindly ask you clarify, whether this is the last extension of the submission deadlie, or it can again be changed proportionally if any important amendments are made to the tender documentsThanks in advance!Answer:Thank you for your questions. Please note that the extension of submission deadline is in no connection with amendments made to the tender documents. Neither further tender documentation amendments, nor additional deadline extensions are envisaged at this point.

New clarification added: Dear Sir/Madame,We kindly ask you the clrification to the question below:In the section of "Cost and Payment of Consultant's Services" we read:"Payment to the Consultant shall be made in the following stages: 1. First Payment - 25% of Contract Amount shall be transferred within 30 days after all the Services & Deliverables of Stage 1 are completed, accepted and certified by UNOPS; 2. Second Payment - 50% of Contract Amount shall be transferred within 30 days after all the Services & Deliverables of Stage 2 are completed, accepted and certified by UNOPS; 3. Third (final) Payment - 25% of Contract Amount shall be transferred within 30 days after all the Services & Deliverables of Stage 3 are completed, accepted and certified by UNOPS".We kindly ask you to provide with your response, whether the awarded consultant will have a chance to negotiate with UNOPS the revision of deliverables and respective schedule of payments; For instance, to break the deliverables under the Stage 1 and respective payment into sub-payments: E.g: Stage 1- Development of Schematic or Draft Design Package, followed by the Payment 1 - 10% of the Contract Amount, etc. Please Clarify.In addition to above, we kindly want to ask you for the extension of the submission deadline until June 15,2021 in order to develop and deliver a competitive proposal.Answer:No changes are planned in the payment milestones and the full list of deliverables should be completed in order to receive the relevant payment. New clarification added: Dear Sir/adam,We kindly ask you the clarification to the questions below:1. With regards to the duration and timing of the Contracted activities, we note that there is a discrepancy between the Draft Contract and the TOR. In the TOR, it is mentioned that the project will last a total of 32 months, with Construction lasting from Month 13 to Month 32. In the Draft Contract, it is mentioned that the Design Period is 6 months and the Design supervision is estimated as 21 months, a total of 27 months. Please clarify which is correct.Also, it is referenced on page 11 of the TOR that the Consultant should, in case of need, be available for up to 1 year after the Project completion. We assume that this 12 months commences after the completion of the works to be clarified above. Please clarify the time inputs for each of the mentioned stages (Design, Tender Assistance, Supervision of Works, and Defect Notification Period).2. In the E-sourcing system uploading of the DRiVE Supplier Sustainability Questionnaire and Drive Questionnaire (Annex E) is requested, please clarify if the Drive questionnaire (Annex E) is the same as DRiVE Supplier Sustainability Questionnaire, if not please indicate where to find the Annex E.Answer: 1. Please see Annex #4 - the General Work Plan for the clear picture: · The Design stage is 6 month (5-11 months of the project), · The Construction Tendering is 2 month (12-13 months of the project), · The Construction Works take 19 month (13-32 months of the project). The tendering period was included in the Design Supervision period (2+19=21), even though there will be no physical works ongoing at the site, Consultant's assistance may be required in the Tendering Process, for example to take part in clarification meetings, implement any immediate required change in the design or provide any support required. Correct, the DNP is planned to start after completion of works and will last 12 month, in case there are no delay in the completion of works, the DNP shall take place 33-42 month from project start, all other periods were clarified in the answer above. 2. Yes, it is the same document, please fill and submit DRiVE Supplier Sustainability Questionnaire listed in the documents.

New clarification added: In the RFP Schedule 2, Item 5 indicates that the bidder needs to provide a proposal security according to "Proposal Schedule 3 - Form of Proposal Security", however the Schedule 3 requires the bidder's details. Please clarify the above mentioned.Resume template for the key personnel requires recommendations, specifically details of referees. Do you also require reference letters for each key personnel?Answer: Proposal Security is not required in this procurement. Please disregard (delete) the item 5 from the Returnable Proposal Schedule Form 2 - Proposal Form.For Key Personnel, please only provide names, addresses, phone and email contact information for references. Reference letters are not required.

New clarification added: The "Terms of Reference Revision_1" under Contract Requirements - Design Consultant's Office states the following: "The consultant shall establish an office based centrally in Tbilisi for the entire duration of the services".As an international consultant with headquarters in a different country it is not feasible to relocate the full design team. Can you please clarify the exact requirements for the local office? Are all key personnel required to be relocated? Is it not sufficient for the Architect, who will be the local representative and the person in charge of handling all local authority interactions to be locally available in Tbilisi for any in person coordination during the design stages? Similarly, during Stage 3, are all key personnell responsible for the design services required to be full time on site?Answer: Tbilisi office must have sufficient personnel to work with UNOPS and other stakeholders efficiently, (e.g - Project Manager, local Architect, who know the local regulations and built permit acquisition procedures very well) and expected to be present in this office throughout the whole Project. There is no need to relocate the whole design team, the majority may work distantly, however there should always be a highly responsive team, ready to answer any quick questions in Tbilisi. As for Stage 3, there is no need for the personnel to be on site all the time, the contract features Design Supervision, not Full Time Site Supervision, however during the construction stage, the expectation is to have the respective specialists (e.g. Architecture, Structural, MEP, Landscape, Interior Design) to be available for site visit in Tbilisi, at a short notice.
