The United Nations Office for Project Services (hereinafter referred to as UNOPS) is pleased to invite prospective bidders to submit bid for supply and delivery of Cold Chain Equipment for Ethiopian Pharmaceutical Supply Agency(EPSA), Addis Ababa, Ethiopia, in accordance with the UNOPS General Conditions of Contract and the Schedule of Requirements as set out in this Invitation to Bid (ITB).

New clarification added: Dear Bidders, Please see below clarifications provided against request received from interested bidder:Bidder`s request:I have noted that your orgnization's responds to the bidder who intend to offer alternative brand and model, as below:"The client specifically requested for B Medical TCW 4000AC Refrigerators and TFW 3000AC freezers and they require the selected equipment for standardization purposes." As far as I know there are many other supplier has supplied same kind of equipment to the same end user for same application purpose in the past. If the "standardization purposes" is the reason, please clarify why the other existing model and brand should be excluded from this tender? UNOPS Response Dear bidders, Following the above request regarding the standardization, UNOPS is currently discussing this matter with the partner. However, since the bid closing time has already approached the above requested Lots(1, 2, 3 and 4) will be cancelled from this tender and will be retendered in the coming future.Kind regards,

New clarification added: Dear Bidders, Please see below clarifications provided against request received from interested bidder:Bidder`s request:According to your clarifications, testing and commissioning is required for items offered under lots 1, 2, 8, 9 and 10.Does this mean that installation of the equipment will be required at customer site, because testing and commissioning are done after the installation? Will all units of lots 1 and 2 have to be deployed in Addis Ababa or are they going to different regions? If so, could you please provide a distribution list in order to provide the cost for these services? UNOPS response:Please note that testing and commissioning should be provided by the supplier at Addis Ababa, Ethiopia.There will be no installation at the final destinations.Kind regards,

New clarification added: Dear Bidders, Please see below clarifications provided against request received from interested bidder:Bidder`s request:Regarding Lot 7 Cold Box, in accordance the size you required: "Internal dimensions: (LxWxH cm) : 49-59 x 33-43 x 26-36", the corresponding volume should be 42L, but you requires Volume is: "Vaccine storage volume (L): 22 - 25Liter". So could you kindly confirm the actual Volume and size you needed?UNOPS response:Please note that the internal and external dimension is for the cold box equipment. The cold box will contain coolant packs in addition to the vaccines. So, the requested vaccine storage volume(22 - 25Liter) will of course be less than the total volume of the cold box. Bidder`s request:For Lot 7 Cold Box, what is the temperature control range of Cold Box?UNOPS response:The following is the temperature control range of the Cold box and this was actually indicated in the ITB. Cold life at +43°C: ≥ 134.6 hour Warm life at -20°C: ≥49.5 hoursCool life at +43°C: ≥34.4 hours Bidder`s request:You just clarified that Lot 8, 9 and 10 requires testing and commissioning by the supplier, the remaining 20% percent shall be paid after successful completion of testing and commissioning by supplier; and inspection and acceptance by the partner. However, for the Lot 8,9,&10 Voltage Stabilizer, the product we will offer didn't need testing and commissioning. It has been debugged on factory before delivery, so it only needs the user to connect the Voltage Stabilizer to the power supply, and then supply power to the equipment.So could you kindly confirm this point ?UNOPS response:Even though the product has been debugged by the factory, the end user needs to confirm the product functionality at its premises. Thus, performance testing and commissioning to re-confirm the products functionality is still required by the supplier. Kind regards,

New clarification added: Dear Bidders, Please see below clarifications provided against request received from interested bidder:Bidder`s request:may we kindly ask you to provide the following clarifications? The payment terms in the Tender Particulars are: 80 % of the Contract Price shall be paid on receipt of the equipment at the EPSA Addis Ababa, Ethiopia and upon submission of payment documents, and the remaining 20% shall be paid after successful completion of testing and commissioning by supplier; and inspection and acceptance by the partner. Since installation and commissioning of the equipment by the vendor aren't requested in the tender, could you please provide further clarification when/at which moment the 20% payment will be received? Furthermore, the items of lots 3, 4 and 7 do not require any testing or commissioning. Would alternative payment terms such as 100% payment upon receipt of the equipment at EPSA, Addis Ababa also be acceptable? UNOPS Response: Payment term for 80 % of the Contract Price shall be paid on receipt of the equipment at the Ethiopian Pharmaceutical Supply Agency (EPSA) Addis Ababa, Ethiopia and upon submission of payment documents.Lot 1, 2 , 8, 9 and 10 requires testing and commissioning by the supplier, this has been added on the minimum requirement for the applicable lots. Thus, the remaining 20% percent shall be paid after successful completion of testing and commissioning by supplier; and inspection and acceptance by the partner. For lots 3, 4, 5 , 6 and 7, the remaining 20% will be paid upon completion of inspection and Acceptance by the partner.100% payment upon receipt of the equipment will not be accepted.Bidder`s request:On Section II, page 8 is asked that the vendor must have the goods inspected in the manufacturer’s works by a competent authority and submit a test certificate and also a guarantee/warranty certificate that the goods conform to written specifications.The equipment we'll offer for this ITB are PQS certified and have hence been tested by WHO, which is an independent competent authority. Will the PQS certificate be accepted as a test certificate? UNOPS ResponseYes, PQS certificate is acceptable.Kind regards,

New amendment added #1: Dear BiddersAmendment has been made to accomodate minor changes on the ITB as stated below.For Lot 1,2,8,9 and 10 testing and commissioning by the supplier at Addis ababa, Ethiopia is added both on Section II Schedule of requirement and Section III Returnable Bidding Forms.Section II Schedule of requirement, C. Inspections and tests is amended to •Testing, commissioning and issue of warranty for the equipment (Applicable for Lot 1,2,8,9 and 10) •Inspection and acceptance by the client (Applicable for all Lots)Regards,
